Donald Tracy, deputy chief counsel, Defense Logistics Agency Counsel – Aviation is pinned into retirement by his wife, Lorraine, during his retirement ceremony Sept. 29, 2016 at Defense Supply Center Richmond, Virginia. Tracy, who served as a federal attorney with DLA since 1980, is published in 39 reported decisions of the Armed Services Board of Contract Appeals, and as co-counsel in 21 published decisions in federal court. He retires after 36 years of federal service.
