The Top Priority band led by founders Phil Davis and Gary Richmond, of Defense Finance and Accounting Service-Columbus, perform at the pre-groundbreaking for DFAS Building 21 at the Defense Supply Center Columbus in July of 1996. After a long civil service career, Richmond retired from DFAS.
