DLA Director recognizes Energy personnel at AOP

Defense Logistics Agency Director Army Lt. Gen. Darrell K. Williams visited DLA Energy headquarters March 30 for an orientation meeting with senior leaders and to recognize personnel for their accomplishments.

Williams started the meeting by thanking the DLA Energy staff for their hard work on hurricane relief efforts.

“It is not lost to me the great work in providing fuel, notably delivering via barge to Puerto Rico and saving lives,” Williams said. “Thanks for being able to execute that capability.”

He then recognized five DLA Energy personnel with coins for their professional accomplishments:

  • Felicia Johnson, Supplier Operations, received acknowledgment for taking charge of a variety of essential support functions within the Utility Services Division, including quality of life improvements.
  • Kenneth Murphy, Customer Operations, received recognition as the senior subject matter expert for fuel operations with the Pacific Command Theater of Operations. Murphy devised service deployable fuel additives kits, providing the warfighter the capability to operate with military specification aviation fuel in remote tactical environments.
  • Dan Poole, Strategic Policy & Programs, was highlighted for his efforts in the seamless roll-out of this year’s DLA Energy AOP and all associated activities leading up to the review.
  • Alicia Williams, Supplier Operations, earned recognition for her efforts in awarding  vital fuels services contracts valued at more than $13 million supporting operationally critical overseas bases in Ramstein and Spangdahlem, Germany; Royal Air Fields Lakenheath and Mildenhall, United Kingdom; Aviano, Italy; and Lajes Field, Portugal. She was also responsible for awarding the $22 million bulk fuel storage/aircraft refueling services contract at Marine Corps Air Station Yuma.
  • Navy Lt. Cmdr. James Zakar, Customer Operations, received a coin for his efforts in developing a new Enterprise Dashboard tile that reflects DLA Energy’s daily operational status, leverages information technology to monitor the agency’s supply chain and identifies leading indicators to predict areas for improvement.

Beyond personnel recognition, the purpose of the meeting was to review DLA Energy’s annual operating plan. The plan provides the director and DLA personnel with a clear picture of how DLA Energy’s mission aligns with in the DLA Strategic Plan 2018-2026.

DLA Energy Commander Air Force Brig. Gen. Martin Chapin and senior leadership briefed Williams on the major strategic and operational objectives the organization is working on, including the DLA Energy Strategy Map and Lines of Effort Crosswalk.

Director of Customer Operations Air Force Col. John Martin briefed Energy’s three initiatives in response to the DLA line of effort, Global Posture.

“The Global Petroleum Distribution Plan is on track to establish a forward looking posture plan that identified key petroleum storage and distribution nodes needed to support combatant commands,” Martin said. “Another DLA Energy line of effort is to improve expeditionary fuels capabilities by providing military specification fuel through additization.”

The future Korea fuels distribution network received approval for its efforts to improve petroleum support to U.S. Forces Korea during armistice and contingency. The objective is to provide long term sustainability of petroleum capabilities and distribution on the Korean peninsula.

Chapin thanked the general for his time.

“As we go through the iterations of this dynamic plan, we hold ourselves accountable,” Chapin said. “It’s always good for the team to be able to hear directly from you about where you see DLA and DLA Energy.”

“Also, my personal thanks for recognizing five of our top performers,” Chapin added. “These are the people who put the warfighter first every day, and I know they appreciated recognition from the DLA director personally.”
