Fueling interoperability with Peru Navy

Expanding its 38 fuel agreements across the world, Defense Logistics Agency Energy signed a new Fuel Implementing Arrangement with the Peru Navy to improve interoperability between the U.S. and Peruvian Navies.

DLA Energy Commander Air Force Brig. Gen. Albert Miller and Peruvian Navy Rear Adm. Jorge Zegarra, Peru Naval Attaché to the United States, held the signing ceremony at the McNamara Headquarters Complex, Fort Belvoir, Virginia, May 14.

“DLA Energy prides itself on understanding customer requirements and anticipating future needs to ensure Warfighters have reliable and efficient fuel sources across an increasingly complex global environment,” Miller said.

DLA Energy International Agreements led by David Alexander, within the Bulk Petroleum Supply Chain Services, is responsible for the execution and oversight of agreement activity. Each fuel exchange agreement is unique and tailored to the needs of the customer. 

“The new agreement expands the scope of support and authorizes all product types both on land and at sea,” said Michael Holgate, DLA Energy lead negotiator for the U.S. Southern Command region. “It will allow for better interoperability between the U.S. and Peruvian Navies and is essential to support major combined exercises such as RIMPAC (Rim of the Pacific) and UNITAS.”  

Holgate and Roberto Botteri, assistant to the Naval Attaché, led the effort for their respective country and gained final approval to update fuel support capabilities under this new agreement.  

“Signing the fuel agreement culminates 22 months of effort between Peru Naval Attaché office and DLA Energy,” Miller said. “I want to thank the teams for their hard work and dedication to improving our joint partnership.” 

Zegarra said he was happy to attend the ceremony and represent his country and the Peruvian Navy. He plans to bring the agreement back to his leadership as an example for establishing the same type of agreement with the Peru Air Force.

“It is an honor for me to be here,” he said. “I think the direct contacts between authorities strengthens the trust and friendship between our institutions.”

The Fuel Implementing Arrangement is under Acquisition and Cross-Service Agreement authority and updates a prior fuel agreement with the Peru Navy dated Dec 18, 2007. ASCAs are applicable worldwide to acquire logistics support, supplies, and services directly from or provide them to a foreign government organization. Providing international fuel support under ACSA supports Department of Defense policy, helps standardize fuel agreements and produces operational consistency amongst partnering nations. 

The newly assigned International Agreements position at DLA Energy Americas office in Houston will be responsible for the day-to-day management of the fuel U.S. and Peruvian Fuel Implementing Arrangement.
