Former leader behind mine-resistant vehicles inducted into DLA Hall of Fame

Former Defense Logistics Agency Land and Maritime Deputy Commander James McClaugherty has earned a place in the 2021 DLA Hall of Fame for overseeing increased material availability and inventory reduction.

McClaugherty oversaw sustainment support for mine-resistant, ambush-protected vehicles. Parts support for MRAPs contributed significantly to the high availability of vehicles during operations Iraqi Freedom and Enduring Freedom, saving lives of American and allied warfighters, according to McClaugherty’s nomination.

He also led programs to speed wholesale contracting processes and improve on-hand stock of critical, high-demand items, resulting in record-high levels of customer satisfaction in material availability.

In organizational change, McClaugherty championed DLA Land and Maritime’s Enterprise Resource Planning transformation to the Enterprise Business Systems suite. He also spearheaded Base Realignment and Closure decisions involving privatization of tires for the Defense Department; transfer of consumable items from the military services; and the transfer of industrial supply, storage and distribution functions to DLA.

As an advocate for workforce diversity, McClaugherty increased minority group hiring in the Corporate Intern Program by 10% and tripled hiring of employees with disabilities. He addressed diversity gaps by creating a mentorship program to help underrepresented, mid-career aspirants compete for senior leadership opportunities.

“A model leader, he was DLA’s designated Leadership Functional Community manager, advocating leadership development throughout the agency’s 26,000-employee workforce,” according to the nomination.

McClaugherty retired in 2017 as a member of the senior executive service after 30 years with the Air Force and 22 years of federal service.
