Financial and Pay Information

Employee pay is set by the servicing personnel office upon appointment to a position. There are three basic pay systems covering employees: the General Schedule; the Federal Wage System; and Senior Executive Services. Pay setting rules and other pay administrations topics are defined by the law (title 5, United States Code); regulations (Part 5, Code of Federal Regulations); and other guidance issued by DoD and DLA.

Voluntary Leave Transfer Program (VLTP)

The VLTP allows an employee to donate annual leave to another employee who is faced with a personal or family medical emergency, and will experience financial hardship due to insufficient leave to cover absence from work.

Prospective Leave Donation Recipients:
To apply to become a leave recipient under the VLTP, please submit a completed request in EAGLE  under the VLTP menu option, Application to Receive Donations.  Supervisors may submit the application in EAGLE  on behalf of their employees.  Certification of your “Self” or “Family member” medical emergency* (including a brief description of the nature, severity, and anticipated duration of the medical emergency, and if it is a recurring one, the approximate frequency, and signature of the medical professional) must accompany your application.  If you have questions concerning your eligibility, please see our FAQ or contact the VLTP coordinator.

Leave Donors:
If you would like to donate leave to an employee within DLA, please submit a request in EAGLE  under the VLTP menu option, “Donation to a DLA Employee.”  You may also donate leave to an employee in another agency by submitting a request in EAGLE  under the VLTP menu option, “Donation to an External Employee.”  Do not wait until year end to review your use or lose as all leave donations must be submitted by 12/08/2023.  However, donations are needed throughout the year.*

*Please review the VLTP FAQs for information that defines the criteria for medical emergency, family member, and restrictions on leave donation.

The recipient list is available in EAGLE  by selecting the recipient name dropdown menu in a donation to a DLA employee. Please feel free to contact the VLTP Coordinator listed below for any questions.
