The Federal Register of Dec. 29, 2014, contained changes that immediately affected the Veteran's Preference status of certain categories of veterans.
It updated the definition of "Veteran" in 5 CFR 211.102(a)(6) by replacing the previous reference to the "last day of Operation Iraqi Freedom" with a specific reference to Aug. 31, 2010. This retroactive change impacts the vast majority of Executive Branch agencies (including DLA) that had continued to grant veteran's preference between Sept. 1, 2010, and Dec. 29, 2014.
We are reviewing all actions currently in the Agency's recruitment and placement pipeline to ensure that any individuals prospectively appointed using veteran's appointing authorities meet all of the updated legal and regulatory requirements. Our staff is working on communications that will be used to inform/educate our workforce and other applicants about the changes.
