Sales Program

The NDS program was established under the Strategic and Critical Materials Stock Piling Act of 1939 to maintain and manage strategic and critical materials for use during times of national emergency. Since its inception, stockpiled materials have included ores, base metals, precious metals, minerals and agricultural products. Following the end of the Cold War, the Department of Defense (DoD) determined that virtually the entire Stockpile inventory was excess to DoD needs. Since 1993 Congress has authorized disposal of over 99 percent of the material, earmarking the revenues for various defense programs, primarily military health and retirement benefits.

Getting Started and Customer Registration

In order to view or obtain information through our new sales portal, you must first establish an account in the Account Managing and Provisioning System (AMPs). This will provide you with a unique login that is password protected. Once your account is established, you will be able to request a role to access the Sales Portal.

News sales program registrants must submit copies of the most recent income statement, balance sheet, list of company credit references and any other documentation that will verify the financial level of business transactions.  The information submitted will be reviewed prior to AMPs account request approval.  Copies of this documentation should be emailed to the attention of the DLA Strategic Materials, Market Research Division at DLAStrategicMaterialsSales@dla.mil.

Creating a Contact Profile:
Once you have established your AMPs account and role, you are now ready to create a contact profile.


Editing a Contact Profile:
Once you have established your company profile, the guide below will assist you in editing the information your company profile displays.  This will also help in selecting which information you would like to obtain regarding the various commodities.


Creating a PIN:
A Personal Identification Number (PIN) is required for submitting Solicitation Registrations, Quotes and Shipment Requests.  Your PIN is a six (6) digit number that is initially selected by the user.  When creating a PIN, the user must specify a security question and answer to be used when the user has forgotten the PIN and would like to generate a new one.


Registering for a Solicitation:
In order to submit offers on the commodities DLA Strategic Materials has available for sale, you must first register your company for the Sales Program, submit the Solicitation submittals and then acknowledge the individual material amendments prior to participating in any open offerings.


Submitting an Offer:
Once your company has been approved to participate in the sales offering, the guide linked below will assist you in submitting a quote.


Shipment Requests:
If your company has been awarded material, you will be required to submit shipping instructions prior to contract expiration.  The guide below will assist you in navigating the sales portal to request shipment of the material.


Submitting A Pricing Declaration (negotiated contracts only)
If your company has been awarded material under a negotiated contract, you may be required (depending on contract terms) to submit pricing declarations based on your awarded formula. The guide below will walk you through submitting a pricing declaration on your negotiated contract.

Purchasing Commodities from DLA Strategic Materials

New customers must request an account and then establish a company profile. Once approved, registering for the desired solicitation type can begin. For more information on registering to quote on material, please view the Customer Action Guide (pdf). Negotiated tenders do not require pre-registration. ALL quotes (for BOA or Negotiated tenders) MUST be submitted via the DLA-Strategic Materials Sales Portal. Quotes WILL NOT be accepted under any other transmissions.

 Sales Program Customer Registration

In order to receive email notifications regarding DLA Strategic Materials activities, interested parties must update their contact profile in the Strategic Materials Sales Portal.

In order to participate in Sales offerings, customers must register for the desired solicitation type in the Sales Menu section of the Strategic Materials Sales Portal.

Sales Vehicles

DLA Strategic Materials offers a variety of material sales through three different sales vehicles: 

 Basic Ordering Agreement (BOA)

The Basic Ordering Agreement gives registered companies the ability to submit quotes on material during a given offering.  Currently, the materials offered under the BOA are High and Low Carbon Ferrochromium, Chrome Metal, Tin, Tungsten Ores & Concentrates and Zinc. These materials are subject to change.  The offerings under the BOA are announced two business days prior to opening with most offerings opening and closing within 24 hours.   

Advantages:

  • Some pre-approved terms
  • Recurring offerings of small quantities of material
  • Available for immediate removal (within 30 days)
  • Online quoting access to offerings
 Negotiated Offering

The negotiated offerings are open to companies that wish to secure material while having the option of negotiating removal terms, price and other factors.

Advantages:

  • Price and removal terms are negotiable
  • Allows for long term removal periods of larger quantities
 Auction Offering

Auction provides registered participants greater visibility and transparency when quoting on material.  Companies participating will view live pricing as new bids are submitted. Information on potential auction offerings will be made available in the future.
