DEPUTY DIRECTOR, DLA HUMAN RESOURCES

Mr. Billie W. Keeler assumed his duties as the Deputy Director, DLA Human Resources (HR) on February 24, 2014.  Prior to coming to DLA, Mr. Keeler was the Defense Information Systems Agency (DISA) Civilian Personnel Officer, where he directed the staffing, classification, labor and employee relations, and HR policies programs for over 6,000 civilian employees.  He also oversaw the activities of the Defense Finance and Accounting Services Support to Others Team, DISA’s HR service provider.  His notable achievements while at DISA included executing the HR portion of the Base Realignment and Closure relocation of the DISA Headquarters to Fort Meade, Maryland, in 2011, and overseeing the implementation of two furloughs in 2013.

Mr. Keeler is a graduate of the University of Missouri-Columbia (UMC).  He was commissioned in 1979 after completing the UMC Army ROTC program on a three-year scholarship.  A career Adjutant General Corps officer, Mr. Keeler served in various assignments both in the United States and overseas, culminating as the Deputy Director for Manpower, Personnel, and Security at DISA.  He earned two masters degrees while on active duty: a Masters in National Security Strategy from the Naval War College and a Masters in National Resource Strategy from the Industrial College of the Armed Forces.  He retired as a Colonel in 2005.
