The Defense Logistics Agency utilizes a number of different programs to fill vacancies. One such program is the Merit Promotion Program. The Merit Promotion Program is primarily a means for current permanent Federal employees to be promoted or moved into different positions. However, the Agency may permit certain individuals with special appointing authorities to apply for these announcements. You should review the listing of special appointing authorities to determine if you are eligible. If you are eligible for one of these authorities, you should review the "Who May be Considered" section of the job announcement to see if those with the particular appointing authority are eligible to apply. If you are not a current Permanent Federal Employee and you are not eligible for a special appointing authority then you would not be able to apply for Merit Promotion Program announcements and you should use the appropriate link below to search for vacancies being filled through Delegated Examining.

The Delegated Examining Unit (DEU) is a unit that is granted authority by the U.S. Office of Personnel Management (OPM).

This delegated examining authority gives DHRC the ability to fill competitive civil service jobs with:

  • Applicants applying from outside the Federal workforce,
  • Federal employees who do not have competitive service status, or
  • Federal employees with competitive service status

Appointments made by agencies through delegated examining authority are subject to civil service laws and regulations. This is to ensure fair and open competition, recruitment from all segments of society, and selection on the basis of the applicants' competencies or knowledge, skills, and abilities (see 5 U.S.C.2301).

Please use the searches located under "Not a current Federal employee and not eligible for special appointing authority" below to obtain a list of our Delegated Examining Unit announcements.

Please be sure to carefully read and follow instructions in the "How to Apply" tab on the vacancy announcement. In addition, you should carefully review the "Who May be Considered" information located on the first page of the vacancy announcement to determine if you are eligible to apply for the vacancy.
