Courtesy Sample Evaluations: Dress Clothing Only

For Dress Clothing items only, vendors can make a sample of an item and request a courtesy evaluation and/or request a specification for an item and pattern(s) to review and have technical questions addressed. These evaluations need to be requested well in advance of solicitation issuance, and cannot be requested/evaluated once a solicitation is issued. In addition, approved courtesy samples cannot be submitted as a product demonstration model (PDM) in response to a solicitation.  A separate sample shall be manufactured for the solicitation PDM submission. For Dress Uniform items (coats, trousers, slacks, skirts), requests for a list of upcoming solicitations and requests for courtesy evaluations can be directed to ashley.liddle@dla.mil. For dress outerwear, shirts and headwear items, requests can be directed to randall.mcarthur@dla.mil

2. Who do I contact about making (name of item)?

A description of each buying team, the products they procure, and the appropriate phone number to contact can be found on this C&T vendor contacts page.

 

3. How do I look up a specification?

The DLA Assist Quick Search tool allows users to view and download copies of military specifications. You can search by text terms, federal supply class or the actual document number.

 

4. How to I obtain a copy of a particular specification or a sample size drawing or pattern?

 

5. Can I obtain a sample of an item?

Item samples are not provided.

 

6. What items will you buy in the near future?

All proposed competitive contract actions over $25,000 are publicized at the System for Award Management website .

 

7. What items are you currently purchasing?

Open solicitations are posted on the DLA Internet Bid Boards System , or DIBBS.

 

8. How are offers evaluated?

The solicitation will address how offers will be evaluated. Large C&T acquisitions generally follow the Department of Defense Source Selection Procedures .

 

9. Where can I get more information on Radio Frequency Identification (RFID) tagging?

Read the Manufacturer’s Guide to RFID which provides information on passive RFID at the pallet and case level. Item RFID tag requirements will be addressed in your solicitation or contract.

2. How do I invoice?

C&T vendors use VIM-ASAP for printing labels, DD250s, and invoicing at https://vim.dla.mil/ .
Vendors may also use Wide Area Workflow (WAWF) for invoicing at https://wawf.eb.mil .

3. Who’s my QAR?

If you haven’t been contacted by a representative from the Defense Contract Management Agency (DCMA), use the Contract Management Team viewer  to find out who is assigned to your contract.

 

4. What should I do if I’m going to be late on my contract delivery date?

Please notify your contracting officer as soon as you realize you may be late on your required delivery date.

4. What is the “Shade Council of Colonels and Captains”?

The Shade Council was chartered in 2012 and includes the O-6 level military leaders from DLA Troop Support Clothing & Textiles and the clothing program offices from the Army, Marine Corps, Air Force and Navy. Various working groups include civilian members of these organizations as well as industry partners. The tasks established by the initial charter were:

  • Establish Shade Critical and Non-critical Items
  • Establish Shade Criteria in Correct Substrate Prior to Solicitation
  • Empower DLA to make rational decisions on Shade Failures
  • Establish Shade Waiver time and Consistent Shade Waiver Fees
  • Establish Shade Tolerance Ranges for Solid Colors
  • Incorporate the Use of Spectrophotometric Color Measurement
  • Adopt a tiered Shade Approval Process based on Past Performance
