DLA announces Employees of the Quarter

Michelle Leschke,  a lead contract specialist with DLA Aviation, and David Lamm, a petroleum liaison officer with DLA Energy, are the DLA Employees of the Quarter fourth quarter of fiscal 2011.

 

Leschke displayed a commitment to superior performance and professional excellence during the 4th Quarter of 2011. She has portrayed an extraordinary level of dedication and discipline in the various roles and responsibilities she supported as well as in her support to multiple supply chain customers during the critical end of the year. Leschke was simultaneously engaged with three multimillion dollar long-term contractual efforts in various stages of the acquisition process and was the lead contract specialist for three high-visibility manufacturing requirements that directly supported F-16 and A-10 aircraft. Leschke took a proactive approach in planning and executing a complex procurement action involving the manufacture of the A-10 outboard nacelle doors, leading to a successful source selection for highly challenging capability. In addition, Leschke played a major role in the acquisition process to retrofit the F-16 fleet with a new, state-of-the-art heads-up display, requiring significant collaboration with the Air Force customer community, the Defense Contract Management Agency and the Defense Contract Audit Agency. Her tireless efforts resulted in a successful contractual award in support of the customer requirement.   

 

Lamm exhibited superior performance for the day-to-day management for all petroleum products consumed by all United States government agencies in Turkey. He quickly reacted to a report of an unscheduled and uncoordinated fuel receipt from the Turkish NATO Pipeline System to Incirlik Air Base, which resulted in a 4,000-U.S.-gallon fuel spill, and then addressed the uncoordinated action with the Ministry of Defense-Akaryakit to preclude reoccurrence. His dedicated effort resulted in reducing automated fuel device exemption processing time from an average of two months to 10 days. Lamm’s proactive engagement obtained export licenses for the new contractors in four Turkish government working days vice the normal 60 calendar-day process. He actively ensured expedient border crossings at Harbur Gate remain in place for DLA Energy tank trucks during the transition of Iraq from the Department of Defense to the Department of State. Lamm’s efforts will minimize delays, solidify processes, and maintain continuity throughout the withdrawal of military elements, the removal of security escorts, and the shutdown of the Kellogg, Brown and Root Halliburton support.

 

The two were selected from among 32 nominations submitted.
