Mr. Christopher Hall

Deputy Director, Office of Small Business Programs

Chris Hall is the Deputy Director of the Office of Small Business Programs for the Defense Logistics Agency (DLA). Serving as the Deputy Director since 2016, Mr. Hall supports DLA leadership on small business matters and works to increase small business participation in DLA acquisitions. In this role, he promotes small business utilization to strengthen the industrial base that fulfills DLA’s mission as the Nation’s Combat Logistics Support Agency. Mr. Hall is a firm believer in the importance of building strong partnerships with small business, which reduces risk in the supply chain and is essential to DLA’s ability to provide resilient and secure support to the Warfighter. As a leader within the Small Business Program, he supports the Agency’s unwavering commitment to maximizing the contributions of small businesses in DLA contracts, while meeting the needs of the Warfighter and ensuring each tax dollar is spent responsibly.

Prior to his current position, Mr. Hall served as the Program Manager for the Procurement Technical Assistance Program (PTAP) at DLA. As the PTAP Program Manager, he was responsible for oversight of the agency’s administration of this cooperative agreement program that aims to expand the number of businesses capable of participating in government contracts. Mr. Hall’s career with DLA began in 2003 as a Contract Specialist assigned to DLA Strategic Materials. He was stationed at DLA Energy as a Contract Cost/Price Analyst before he joined the Office of Small Business Programs to work on the PTAP in 2008.

A native of Maryland, Mr. Hall received a Bachelor of Science degree in 2002 from the University of Maryland where he attended the Robert H. Smith School of Business and majored in Management Science and Statistics. In 2008, he received a Master’s Degree in Management from the University of Maryland. Mr. Hall is Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certified in the Contracting career field and is a member of the Defense Acquisition Corps.
