Debra Simpson

Acting Deputy Commander, DLA Indo-Pacific

Ms. Debra Simpson is currently serving as the DLA Indo-Pacific Acting  Deputy Commander headquartered on Joint Base Pearl Harbor-Hickam Hawaii. Ms. Simpson shares in the overall management and direction of DLA Indo-Pacific supply chain programs, and acts as the DLA focal point in representing the Agency to the Commander, US Indo Pacific Command (USINDOPACOM), United States Forces Korea (USFK), United States Forces Japan (USFJ), Alaskan Command (ALCOM) and other military service theater commanders and supported activities. She previously served the Chief of Staff of the Defense Logistics Agency Indo-Pacific Command providing a single DLA interface for USINDOPACOM Warfighters through a collaborative network of forward positioned and CONUS based DLA support capabilities. As the Deputy Commander, Ms. Simpson is focused on managing and synchronizing the day-to-day operations within the Command, with concerted effort toward providing leadership and management to facilitate the strategic direction and operation of the organization.

Ms. Simpson initially joined DLA Finance, Energy in August 2011 as branch chief, financial programs liaison, Finance Directorate and in May 2013 assumed the position of chief, fuels support branch, Finance Directorate. She then served as division chief, program analysis and master planning, Sustainment, Restoration and Modernization Division, DLA Energy. Prior to her current position, she was the DLA Distribution Pearl Harbor Deputy Commander. Ms. Simpson shared in the overall management and direction of the command providing physical distribution and storage support for Naval ships and major industrial/shore commands, Pearl Harbor Shipyard, as well as transiting battle groups; the Army's 25th Infantry Division at Schofield Barracks; 3rd Marines, Marine Corps Base Hawaii at Kaneohe; and the 15th Air Base Wing at Hickam. She directed over 200 civilians, military, and contractors. Managed over 80 thousand national stock numbers valued at over 280 million dollars in 22 facilities encompassing over one million square feet of covered storage and four acres of open storage.

Prior to joining DLA, Ms. Simpson held a variety of positions including construction engineer for GP Homes Powell’s Landing Community Association, Woodbridge, Virginia and Prince William County Liaison, Woodbridge District, Woodbridge, Virginia; chief, Information Technology Architecture Synchronization Division, Army Deputy Chief of Staff, G2, Headquarters Department of the Army and assistant chief of staff for Force Modernization, U.S. Army Intelligence and Security Command, Fort Belvoir, Virginia; executive officer and models/simulations officer, Army Deputy Chief of Staff, G2, Headquarters Department of Army, Command, Control Communications, Computers and Intelligence (C41) integration officer for Intelligence Information Management, Washington D.C.; and branch chief, Tactical Intelligence Readiness Training Program, INSCOM, Training and Exercise Division, Fort Belvoir, Virginia.

Ms. Simpson holds a Master of Business Administration, University of Maryland, Maryland and a Bachelor of Science in Organizational Applied Psychology, Virginia Polytechnic Institute and State University, Blacksburg, Virginia. Her professional training includes Army Management Staff College, Army Command and General Staff College, Department of Defense Contracting Officer Representative Course, Department of the Army Staff Officer Course, Contracting Officers Course and Appropriation Law, and Network Infrastructure Architecture and Statistics. Ms. Simpson is also a certified Defense Financial Manager. Ms. Simpson’s award includes three Superior Civilian Service Awards, Humanitarian Effort Award, and a Meritorious Civilian Service Award.
