ANDERSEN AIR FORCE BASE, Guam –
A new fuel tanker offload facility on Andersen Air Force Base, Guam, will improve warfighter resiliency on the strategic Pacific air base.
The 36th Logistics Readiness Squadron Fuels Management and Defense Logistics Agency Energy South-West Pacific held a ribbon cutting ceremony on Sept. 1 to mark the completion of the new facility, which will serve as a backup in the event the primary source of supply through a pipeline is disrupted.
“The delivery of this truck offloading facility enhances our ability to provide aviation fuel to the joint Warfighters,” said DLA Energy South-West Pacific Commander Navy Cmdr. Christopher Radke. “By providing an auxiliary delivery method, we improve the resiliency of the fuel supply chain at one of the Defense Department’s most strategically important bases in the Pacific.”
The $23.9 million DLA-funded military construction project was executed by
Naval Facilities Engineering Systems Command Marianas.
“The project scope was to construct a fuel truck facility capable of offloading six commercial trucks simultaneously for a total of 3,600 gallons per minute and two truck fill stands with a total truck loading capacity of 1,200 gallons per minute,” said Air Force Lt. Col. David Brewer, chief of Plans and Operations for DLA Energy South-West Pacific.
The project is the result of the Pacific Air Forces resiliency initiative.
“The jet fuel resupply to Andersen AFB has been one dimensional for years, relying primarily on pipeline resupply from the Navy terminal,” said Air Force Petroleum Office Chief of the Infrastructure Division John Anna. “Many of our Air Force bases have two modes of jet fuel receipt…redundancy is part of resiliency.”
In addition to the fuels system, mechanical and electrical utilities were updated and installed, including electrical service, backup power, lighting, communications, cathodic protection, lightning protection, fire protection, drainage & storm water management, parking areas, access roads, sidewalks, fencing, gates, and landscaping.
Beyond being a secondary source of fuel supply, the truck facility will be used during pipeline maintenance and in contingency operations to further enhance the already robust Andersen AFB fuel infrastructure.
