Clothing items contacts

The Field Clothing Division manages camouflage clothing and non-dress items, such as underwear or physical fitness clothing, which are provided to new recruits. There are three buying teams within the division: Utility Clothing, Accessories, and ECWCS.

Utility Clothing procures all camouflage uniforms and hats such as the Army Combat Uniform (ACU), Airman Battledress Uniform (ABU), Marine Corps Combat Utility Uniform (MCCUU), and the Navy Working Uniform (NWU). In addition, the team is responsible for procuring uniforms for the Afghanistan National Police and National Army. The uniforms come in various shades of camouflage depending upon the uniform/military service as well as the use for the item. The uniforms also have various treatments including permanent press, permethrin, or fire retardant.

Extended Cold Weather Clothing System (ECWCS) procures various foul weather gear items to include the Army’s “Gen 3” ECWCS ensemble, AF and MC All Purpose Environmental Clothing System (APECS), Navy parkas, trousers, and liners, cold weather headwear, field coats, and the Fire Resistant Environmental Ensemble (FREE). A unique product line on this team is cloth. The cloth purchased on this team is not used in clothing manufacturing, but includes various industrial cloths including felt, duck, and laminated.

Accessories procures a wide variety of items including physical training uniforms (jackets, pants, sweatshirts, sweatpants, and shorts), belts, buckles, duffle bags, cold weather liners, neckwear, undergarments, socks, trunks, towels, and t-shirts.

The Dress Clothing Division manages most of the dress clothing items provided to new recruits. In addition, the division handles flags, heraldic items, insignia, and ecclesiastical supplies.  There are three buying teams within the division: Dress Clothing, the “OSHE” team (Outerwear, Shirts, Headwear, and Ecclesiastical Supplies), and Heraldics.

Dress Clothing procures men’s and women’s dress coats, trousers, slacks, and skirts as well as the poly/wool fabric required to manufacture these items.

OSH - Outerwear, Shirts and Headwear. Outerwear includes sweaters, dress all weather coats, Navy jumpers, coveralls, and dress jackets. Shirts refer to all dress shirts and blouses worn by all Services. Headwear includes all dress headwear whether in the “Service” style or “Garrison” as well as the Navy “Dixie” hats and berets.

Heraldics procures over 8,000 unique stock numbers for items such as insignia, flags, swords & scabbards, guidons, mattresses, and bedding. The team includes the DLA Troop Support Flag Room, a unique part of C&T that is responsible for hand sewn and embroidered flags.  The team provides direct support to the US Army Heraldry and Veterans Medals Unit. The team also supports the Congressional Homeless Blanket Program. While not heraldry items, mattresses, sheets, and blankets are also procured on this team.

The Organizational Clothing Division manages specialty clothing provided to soldiers, sailors, airmen, and marines upon arrival at their organizational unit. There are three buying teams within the division:  Special Purpose Clothing, Footwear, and Gloves/Wet Weather.

Special Purpose Clothing procures four distinct product lines: 1) special purpose clothing, 2) chemical protective items, 3) coveralls, and 4) JSLIST. Special purpose clothing consists of items such as the Army Aircrew Combat Uniform (A2CU), Ghillie Suit items, Otto Fuel Protective items, Wildland Firefighting items, Flight Deck Jerseys, Anti-Flash Hoods, Neck Gaiters, Sleeping Shirts, various Jackets (Flyers 36/P & 45P; Leather A-2 & G-1; Cold Weather Shipboard), and the Navy’s Multi-Climate Protection System (MCPS). Chemical Protective Items include the Overboot Lightweight (AFS), Gloves (Butyl, JB2GU, Glove Inserts), Toxicological Agent Protective (TAP) Items, Joint Protective Aircrew Ensemble (JPACE), Chemical Protective Helmet Covers and the JSLIST Carrying Bag. A wide variety of coveralls are procured including the Flyers (27/P), Improved Combat Vehicle Crewmen (ICVC), Utility (Green Shipboard), Fuel Handlers, Mechanics, and Disposable. Finally, JSLIST is the Joint Service Lightweight Integrated Suit Technology.

Footwear includes all footwear items from dress shoes to various styles of Combat Boots, Safety Boots, and Extreme Cold Weather Boots. Note: chemical protective boots which are procured on the Special Purpose Clothing team.

Gloves/Wet Weather procures over 100 different handwear items including Leather, Flyers, Heavy Duty Cattlehide, Dress, Cold Weather, Electrical, Disposable, and more. The team also buys wet weather items such as parkas, jackets, and poncho liners. The most unique product line on the Gloves/Wet Weather team contains over 500 different varieties of tapes, webbings, and fasteners plus a few specialty cloths such as leather and sheepskin. These items have uses in aeronautical equipment, parachutes, tentage, cargo harnesses, slings, life preservers, and clothing.

The Individual Equipment Division manages personal protective clothing and equipment, load-carrying equipment, and a wide array of tents and shelters. There are three buying teams in the division: Individual Equipment, Safety, and Tentage & Shelters.

Individual Equipment procures hard and soft body armor, load bearing equipment, and individual equipment items. Examples of body armor include Improved Outer Tactical Vest (IOTV), Enhanced Small Arms Protective Inserts (ESAPI), and Enhanced Side Ballistic Inserts (ESBI). Load bearing equipment includes Modular Lightweight Load-carrying Equipment (MOLLE) and the Family of Improved Loadbearing Equipment (FILBE). Other individual equipment include canteens, field packs, knee and elbow pads, high visibility belts, identification tags, restraints, and whistle balls.

Safety is responsible for ballistic helmets, components, and flight safety gear.  Ballistic helmets include the Advanced Combat Helmet (ACH), USMC Lightweight Helmet (MCLWH), and Advanced Combat Vehicle Crewman (ACVC) as well as helmets used by flight personnel. Components for helmets include covers, retention systems, chin straps, and pad suspension systems. Flight safety gear includes a wide variety of garments including Advanced Technology Anti-G Suits (ATAGS), Anti-G Cutaway Garments (CSU13B/P & CSU15A/P), Anti-Exposure Liners (CWU23/P), and the Flexible Body Armor Vest.

Tentage and Shelters procures tents, shelters, and tent components. Tents include both military specification standard tent systems such as the Modular General Purpose Tent System (MGPTS) and Soldier Crew Tent as well as an array of commercial design shelters. Components include poles, lines, pins, covers, and tarpaulins.

The Strategic Material Sourcing Group is responsible for Clothing & Textiles’ Third Party Logistics (3PL) program, industrial base capability assessments and planning, strategic engagement with industry, Ecclesiastical Supplies, and a variety of acquisition-related tasks affecting the supply chain.  The SMSG is divided into three branches: Logistics, Acquisition, and Industrial Base Planning.

Logistics is responsible for C&T’s Third Party Logistics (3PL) program. The team handles the acquisition and management of logistics services contracts that store and distribute DLA inventory to customers worldwide.

Acquisition is responsible for the coordination of information and dissemination of acquisition policy among the supply chain’s buying teams. This area handles all strategic engagement events with industry for which more information can be found on the [link] Industry Events page. Acquisition also manages the Ecclesiastical Supplies Program that supports military chaplaincy of all faiths with everything from Seder kits and ashes for Ash Wednesday to books, vestments, and chaplain’s kits for services in the field.

Industrial Base Planning manages the DLA Warstopper program for the supply chain. The team is responsible for assessing industrial capability through site visits, studies, and reports. They also coordinate with the military services regarding surge requirements on critical items.

Technical and Quality Assurance contacts

The Supplier Support division provides technical and quality assurance support to all of C&T's buying teams. However, the product lines supported by the technical teams do not always align with the individual buying teams. Therefore, the supplier support teams are numbered in lieu of having names that correspond to buying team names.

The teams below are made up of experts in the specifications, patterns, product testing/evaluation, and quality assurance of their respective product lines. While technical questions can be answered by the individuals at the specified numbers, vendors are reminded to address questions specific to open solicitations or current contracts to their cognizant buyer or contracting officer.

Technical/Quality Assurance Team 1:  all dress clothing (coats, slacks, trousers, skirts, hats), poly/wool cloth used for government furnished material, and ecclesiastical items. This team is responsible for all items on the Dress Clothing and OSHE buying teams.
