Hazardous Material/Waste Turn-In

DLA Disposition Services manages the disposal of hazardous property for Department of Defense (DoD) activities. Hazardous Materials (HM) are handled with the same priorities as other property: reutilization within DoD, transfer to other federal agencies, donation to qualified organizations, or sale to the public. Hazardous Wastes (HW) are handled through a worldwide network of HW management and disposal contracts.  All HW services are provided on a reimbursable basis where the generator pays the unit price for management and disposal services identified by the Contract Line Item Number (CLIN) ordered.

Disposition Services accepts accountability of HM/HW as “receipt-in-place” by means of a Receipt-In Place (RIP) agreement or a Memorandum of Understanding (MOU) in accordance with DoDM 4160.21 Vol1. The following guidance provides information to assist the generator with preparing documentation required for DLA Disposition Services to take accountability. Hazardous Waste Turn-In Services

Since 2005, the DoDM 4160.21 Vol. 2 has mandated the usage of “automated and electronic DTID transfer documentation” for normal, day-to-day turn-in of HW.

GENCOMM, DLA’s data transfer system for automated turn-in of HW has been decommissioned. Automated turn-in of HW from customer systems to DLA Disposition Services system (Hazardous Material Management System – Hazardous Waste Disposal (HMMS-HWD)) will now utilize Defense Automatic Addressing System (DAAS).

Common data transfer systems listed below are utilized by military service customers to electronically transmit turn-in documentation to DLA Disposition Services HMMS-HWD. Customers utilizing a system not listed below may discuss options for connecting their data transfer system to HMMS-HWD by contacting HMIRS@dla.mil.

Hazardous Waste Contract Development

DLA Disposition Services Environmental Support Branch meets with our military customers to develop a comprehensive, uniquely tailored requirement for hazardous waste disposal and support services. Disposal services include disposing of hazardous, non-hazardous, State-regulated, and Universal Wastes. Some examples of available services include industrial cleaning, laboratory analysis, hazardous waste characterization, hazardous waste profile sheet completion, lab/loose packing, and expedited removals..

Profile-Based CLINs

Profile-Based CLINs (PBCs) are the standard disposal CLINs utilized on DLA’s HW Disposal contracts supporting DoD and DHS activities across the U.S. and its territories. PBCs are intended to give the contracting community sufficient information to accurately formulate bids based upon necessary disposal technologies and required treatments. Available disposal technologies might include stabilization and landfill, microencapsulation, fuels blending, recycling, destructive incineration, etc. For containerized waste, the pricing structure is based primarily by container size, with some wastes being billed by the pound, gallon, or ‘each,’ depending on the industry standard unit of measure for disposal.

Approved Hazardous Waste Contractors

Only contractors holding current HW disposal contracts with DLA Disposition Services or contractors offering on a solicitation may request the addition of a facility or transporter to our qualified list. All facilities and transporters are scrutinized by DLA Disposition Services to ensure standards specified in DLA Disposition Services contracts are upheld. Inclusion on a Qualified List does not determine acceptability or relieve the contractor of any responsibility for performing DLA Disposition Services contract specifications.

Qualified Lists

Qualified Facilities (PDF): Contractors will only utilize facilities listed on the Qualified Facility List (QFL) for U.S. Government disposal or recycling services. Use of a facility for disposal or recycling services not listed on the QFL is not authorized. This list does not relieve the Contractor or their sub-contractor of any responsibilities for performing in accordance with local, State, and Federal regulations, and DLA Disposition Services contract terms and conditions.

Qualified Transporters (PDF): Contractors will only utilize transporters listed on the Qualified Transporter List (QTL) for any transportation of U.S. Government waste. Use of a transporter not listed on the QTL is not authorized. This list does not relieve the contractor or sub-contractor of any responsibilities for performing in accordance with local, State, and Federal regulations, and DLA Disposition Services contract terms and conditions.

Documentation Requirements for QFL Additions

  1. Complete application (DLA From 2507 dated Nov 2023).
  2. Inspection reports.
  3. Proof of insurance.
  4. Copy(s) of applicable permits.

Documentation Requirements for QTL Additions

  1. Complete application (DLA Form 2503 dated Mar 2022).
  2. If the answer is yes on the application to safety training program, a cover page of the training is required.
  3. Proof of insurance.
  4. For CONUS, copy of the PHMSA Hazardous Material Registration (if non-regulated, provide a business license). For OCONUS, HM transporter permit, (if non-regulated, provide a business license).

Instructions on QFL/QTL additions

TSDF and/or Transporter addition requests may be sent to  TSDF and Transporter Inquiries. Specific requirements for TSDF and Transporter additions to the QFL/QTL are outlined in Section 5.1 of Disposition Services Hazardous Waste Disposal contracts.
