San Joaquin’s Kingham selected as Defense Logistics Agency Emergency Communication Center Operator of the Year

Supervisory Emergency Services Dispatcher Noah Kingham of Defense Logistics Agency Installation Management San Joaquin, Security and Emergency Services Branch, was selected as the 2022 DLA Emergency Communication Center Operator of the Year.

As a dispatcher, Kingham showed his willingness and desire to share his knowledge with new hires and seasoned employees resulting in increased Emergency Communication Center effectiveness and ability to respond to emergencies. He actively trained seven new emergency dispatchers.

He was entrusted to maintain monthly work schedules to include posting changes, over time, leave, and holiday work resulting in 100% compliance within staffing requirements. His team expertly handled 747 calls for service while providing excellent customer service to both internal and external installation customers.

Kingham was selected by his supervisor for his technical competence to perform key control custodian duties due to his organizational abilities and outstanding workmanship. As a direct result, the Key Control Program was 100% compliant during the installation’s internal security program review.

Dedicated to the mission, he developed innovative work arounds regarding staffing shortages by creating a dispatch duty schedule that effectively covered vacant shifts. Further, he created a comprehensive ECC standard operating procedure for the dispatch personnel and a fire run card binder, which has proven to be a more effective tool to accurately track response times for the fire department.   

Kingham actively supports his internal and external customer base as the point of contact regarding operations involving the ECC. He diligently worked with the Installation Emergency Manger to develop emergency annunciation system training and tested over 70 occupied buildings.

As a testament to his work ethic and drive, he completed Telecommunicator 1 and 2, 911, Hazardous Materials and cardiopulmonary resuscitation training within the first year of his employment. Kingham was recently promoted to the ECC supervisor.

“Mr. Kingham is an integral part of the Installation Management San Joaquin team and is key to our Emergency Communications Center,” said Jonathan Mathews, DLA Installation Management San Joaquin Site Director. “His performance this past year has been outstanding and warrants this prestigious award.”
