Kishayra J. Lambert

Deputy Commander, DLA Troop Support

Ms. Kishayra J. Lambert is the Deputy Commander, Defense Logistics Agency Troop Support, in Philadelphia, PA. DLA is a Department of Defense Combat Support Agency.  DLA Troop Support annually buys $20 billion worth of food, clothing, textiles, medicines, medical supplies, construction and equipment items for America's warfighters and other customers worldwide.  She oversees a global workforce of approximately 2,300 civilian and military personnel.

Prior to returning to DLA Troop Support on July 31, 2022, Ms. Lambert served as the Associate Commissioner of the Office of Electronic Services and Technology with the Social Security Administration. In this role, she led initiatives for SSA’s development and implementation of electronic services, while fostering a collaborative framework among various SSA components involved with electronic service delivery.

In 2015, Ms. Lambert joined the SES Candidate Development Program with the Social Security Administration where she completed various rotational assignments as a part of the program. In 2016, Ms. Lambert was selected as a member of the Senior Executive Service when she was appointed as the Deputy Associate Commissioner of the Office of Systems Operations by the Social Security Administration.

In 2011, Ms. Lambert initially returned home to Philadelphia as the Chief of Contracting for the Philadelphia District with the United States Army Corps of Engineers (USACE). At USACE, she was the principal procurement official and primary contracting officer for the acquisition of all commodities in support of the District's billion dollar contracting program. While there, she led significant CONUS acquisitions for emergency response, working closely with FEMA and State agencies as well as OCONUS acquisition efforts for electrical power generation services for the forward operating bases to support the 249th Engineer Battalion.

A native of Philadelphia, PA, Ms. Lambert begin her federal career on July 31, 2000 as an Outstanding Scholar in the Clothing and Textiles supply chain with the Defense Supply Center Philadelphia, a DLA Troop Support legacy organization. She was eventually promoted to a supervisory position in the Medical supply chain before leaving for Army Contracting Command (ACC) in Aberdeen, MD. While at ACC, Ms. Lambert led many efforts including her role as the dual Contracting Officer and Program Manager for a $19.25 Billion program known as Strategic Services Sourcing which supported, what was then, Team C4ISR.

Ms. Lambert’s awards include the Secretary of the Army award for Excellence in Contracting and the Army Civilian Award for Humanitarian Service.

Ms. Lambert is a graduate of the Senior Executive Fellows Program from the Harvard Kennedy School of Government and holds a Bachelor of Arts degree in Criminal Justice and Sociology from La Salle University, a Master of Business Administration in Management from Regis University, and a Master of Science degree in Contract Management from the Naval Postgraduate School.
