AA Month: Billups
Air Force Maj. Gen. Rufus Billups was the first African-American commander of Defense General Supply Center in Richmond, Virginia. Billups, a brigadier general at the time, served from 1975-78. At the time, he was also the first African-American commander at a major government installation in the South. Billups passed away Jan. 30, 1996. He was inducted into the Defense Logistics Agency Aviation Hall of Fame in 2006.
