Fulcher received the promotion due to her demonstrated quality performance at Defense Logistics Agency Distribution San Diego, California. Navy Capt. Yarbrough, the commander of DDDC, authenticated the ceremony and believes that Fulcher has been doing a phenomenal job at DLA.

“This is not just a testament of your accomplishments and your success to date, but also what is to come and the potential of what the Supply Corps and what our Navy looks forward to,” Yarbrough said. “That’s how we promote — we promote the future.”

Fulcher was grateful to receive a promotion.

“Thank you to everyone being here in support of me,” she said. “It’s a pleasure to be here and I look forward to continuing to work with each and every one of you.”
The ceremony involved Fulcher, Yarbrough and Executive Officer Lt. Cmdr. Paul Damore.
