Ms. Kishayra J. Lambert, a member of the Senior Executive Service, is the Deputy Commander, Defense Logistics Agency Troop Support, in Philadelphia, PA. DLA Troop Support annually buys $21 billion worth of food, clothing, textiles, medicines, medical supplies, construction and equipment items for America's warfighters and other customers worldwide. She oversees a global workforce of approximately 2,300 civilian and military personnel.
Prior to coming to DLA Troop Support, Ms. Lambert served as the Associate Commissioner of the Office of Electronic Services and Technology with the Social Security Administration. In this role, she led initiatives for SSA’s development and implantation of electronic services, while fostering a collaborative framework among various SSA components involved with electronic service delivery.
Ms. Lambert has held many roles within the SSA, including serving as the Deputy Associate Commissioner of OEST, the Acting Deputy Executive Director of the Office of Appellate Operations in the Office of Disability Adjudication and Review, and the Deputy Associate Commissioner of the Office of Systems Operations.
Before joining SSA, Ms. Lambert was the Chief of Contracting for the U.S. Army Corps of Engineers where she was the principal procurement official and primary contracting officer for the acquisition of all commodities in support of the District's billion dollar contracting program.
A native of Philadelphia, PA, Ms. Lambert begin her federal career in July 2000 as an Outstanding Scholar with the Defense Supply Center Philadelphia, a DLA Troop Support legacy organization. She has held various acquisition positions with DLA and the Army during her career.
Ms. Lambert holds a Bachelor of Arts degree in Criminal Justice and Sociology from La Salle University, a Master of Business Administration in Management from Regis University, and a Master of Science degree in Contract Management from the Naval Postgraduate School.
