Billie W. Keeler

Deputy Director, DLA Human Resources

Mr. Billie W. Keeler is serving in the role of Deputy Director, Human Resources (J1), assuming duties on February 24, 2014.  As the Deputy Director, he served as the full alter ego of the J1 Director, sharing responsibilities of directing the centralized operations of human resource programs for DLA and its Department of Defense customers.  

Prior to coming to DLA, Mr. Keeler was the Defense Information Systems Agency (DISA) Civilian Personnel Officer, where he directed the staffing, classification, labor and employee relations, and Human Resources policies programs for over 6,000 civilian employees.  He also oversaw the activities of the Defense Finance and Accounting Services Support to Others Team, DISA’s Human Resources service provider.  His notable achievements while at DISA included executing the Human Resources portion of the Base Realignment and Closure relocation of the DISA Headquarters to Fort Meade in 2011, and overseeing the implementation of two furloughs in 2013.

Mr. Keeler was born in Fort Hood, Texas, and is a graduate of the University of Missouri-Columbia (UMC).  He was commissioned in 1979 after completing the UMC Army ROTC program on a 3-year scholarship.  A career Adjutant General Corps officer, Mr. Keeler served in various assignments both in CONUS and OCONUS, culminating as the Deputy Director for Manpower, Personnel, and Security at DISA.  He earned two masters degrees while on active duty:  a Masters in National Security Strategy from the Naval War College and a Masters in National Resource Strategy from the Industrial College of the Armed Forces.  He retired as a Colonel in 2005.
