DLA Aviation’s Contract Administration Division named one of the best in DLA

DLA Aviation Contract Administration Division

Defense Logistics Agency Aviation’s Contract Administration Division has been awarded the DLA Director’s Strategic Goals Award, Process Excellence (Large Team) for fourth quarter of fiscal 2017. The division established a focused initiative in the fourth quarter to reduce delinquent contracts and improve on-time delivery to the warfighter.


Division employees collaborated with Defense Contract Management Agency employees to improve performance resulting in reductions at the lowest levels of fiscal 2017 to include:


  • 57 percent reduction in top 20 delinquent supplier orders from 2,077 to 894 lines

  • 12 percent reduction in delinquent orders greater than 30 days from 9,760 lines to 8,675 lines

  • 31 percent reduction in Quality Notifications on hand from 1,349 to 942

  • 35 percent reduction in First Article Tests and Production Lot Testing actions from 223 to 145

  • 100 percent reduction in Contract Deficiency Reports greater than 90 from 16 to 0

  • 34 percent reduction in Quality Notifications for Life Support from 10 days to 7.6 days

  • 45 percent reduction in Textile Testing Turnaround for Life Support from 5 days to 3.25 days


Rob Baker, division chief, Contract Administration Division, Supplier Operations Commodities Directorate, DLA Aviation, said the most important aspect of the Contract Administration Division is its people.


“Their day-to-day dedication and ability to go above and beyond to deliver material to the warfighter is phenomenal,” he said.


Baker said the division’s internal Product Quality Deficiency Reporting team reduced PQDRs on hand by 37 percent and processed 783 PQDRs with a total restitution value of $2,660,867.


He said the division also established a monthly cross agency level collaboration process with DCMA Central, Eastern and Western Commands to focus on Aviation’s Top 200 delinquent suppliers and the DCMA 500 Focus area. 


Baker said an example of recent collaboration success was a site-visit to J.G.B. Enterprises Inc. in Liverpool, New York, the largest Aviation/DCMA supplier of industrial/hydraulic braided metal hoses and fittings. DLA Aviation has more than 300 open orders with J.G.B. valued at more than $4 million. DLA/DCMA and J.G.B. worked together to improve J.G.B.’s OTD from 70 percent to 95 percent over the past year, reducing JGB’s backorders against delinquent orders by more than 50 percent.


Derick Stinchcomb, contract administration supervisor in Baker’s division, said this recognition is the epitome of excellent team work.


“The award represents DLA Headquarters recognition of DLA Aviation’s Post Awards team’s daily commitment to meeting the strategic goals of DLA Director Lt. Gen. Williams. In layman’s terms, the award makes an impact statement that our hard work is truly appreciated at the highest of levels and DLA Headquarters has expressed their recognition through action,” Stinchcomb said.


Jacqueline Drakeford, contract administrator, echoed Stinchcomb’s sentiments.


“What this award means is that we all have the same common goal and that is to serve our warfighters, making sure they have what they need when they need it,” she said.


Baker said the division is always striving to improve. The process and performance improvements contributed to the DLA Aviation MSC realizing a 4.33 percent increase in on-time delivery from 84.78 percent to 89.11 percent in August 2017.


“As a team, they have one the most positive attitudes of any organization I have ever been a part of. They have embraced the division motto of "We are not here to be average...We are here to be Awesome,” Baker said.
