Alaleh Jenkins, director, Office of the Chief Management Officer, Department of the Navy, participated in her first visit to DLA Distribution Norfolk, Virginia, where she had the opportunity to meet the team and learn of some of the warehouse processes in place.

Jenkins serves as the principal executive to the Under Secretary of the Navy on all matters related to business transformation of the Department of the Navy with a specific focus on advancing the DON’s progress toward auditability.

During her visit, Jenkins was briefed on how DDNV fits within the DLA enterprise, the DLA Distribution mission set, the distribution audit readiness journey, and current DDNV focus areas.

From his presentation, Navy Capt. Andy Matthews, commander, DDNV, shared with Jenkins DDNV’s roles based on the type of material held, the owner of the material and the various ongoing audits.

“The staff augmentation discussion was quite healthy and helped us reinforce the military service (Navy) roles and responsibilities, and responsibilities and importance of alignment for visit preparations,” said Matthews.

Jenkins also received a walking tour where she observed surveillance in receiving, quality control process on a pick and stow, walked through inventory sections, and discussed DDNV’s 100 percent inventory effort.

“Dialogue included questions about co-mingled stock (same NIIN, multiple owners) in one location.  We looked at an example and talked about how DSS stows material, how owner balances are tracked and how gains or losses are applied.  We talked about Navy ownership of DLA managed material and how DLA at times buys it back from the service. At each stop we showed our workforce using the Standard Operation Procedures, or SOPS's, and though they appreciated the detail, they did talk about the efficiency tradeoffs associated with readiness,” concluded Matthews.
