Editor’s note: Lisa Jung, Deputy Assistant Secretary of Defense for Energy, spoke to DLA Energy public affairs during the 2019 Worldwide Energy Conference, May 22.
1. What is your role/responsibility in Department of Defense Energy?
I am the policy lead for the Department of Defense’s global energy portfolio. The mission of my office is to “sustain warfighting readiness and lethality by providing all energy-related policy and governance for programs and activities that enable resilient, efficient and cyber-secure energy for the Joint Forces, weapons systems and installations.” Simply put, my office works to ensure our Warfighters have the energy they need to support their military operations to ensure the mission.
2. How important is energy to the Warfighter?
Energy is a critical enabler for the Warfighter and the DoD is the nation’s largest consumer of energy. In fiscal year 2018, the department consumed over 85 million barrels of fuel to power ships, aircraft, combat vehicles and contingency bases at a cost of more than $9 billion. At our more than 500 worldwide military installations, the department spent nearly $3.5 billion last fiscal year on energy to power over 585,000 facilities and 160,000 non-tactical vehicles. Without energy, the DoD components cannot execute their missions.
3. How does DLA Energy support the DoD Energy strategy including the department’s future operational and facility energy needs?
For our installations, DLA Energy plays a critical role in helping the department acquire the necessary power and services it needs to strengthen its energy assurance posture. Whether through appropriated or third party financed programs, DLA Energy is helping our installations enhance their energy performance and cost effectiveness in support of our broader energy resilience and cybersecurity goals.
For our forces, DLA Energy is the global provider of bulk petroleum fuel for the department. They provide for the procurement and distribution of fuel as well as the management of fuel storage, ensuring our Warfighters have the fuel they need “on time, on target, and within budget.”
4. Is there anything else you would like to add?
I would like to thank DLA Energy for all the great work that it does every day to enable our Warfighters. I look forward to a continued partnership with them as we navigate through and work together to resolve complex energy issues in these unprecedented times.
