Acquisition Operation’s Barner wins Global Distribution Excellence: Supervisory Acquisition Civilian of the Year

Charles Barner, supervisory program analyst in Defense Logistics Agency Distribution’s Acquisition Operations directorate, has been awarded the Global Distribution Excellence: Supervisory Acquisition Civilian of the Year award for his implementation and maintenance of contract quality assurance procedures for DLA Distribution’s contract operated sites.

Barner’s outstanding performance culminated in the implementation of the quality assurance program policies, procedures and standard to the remaining eleven DLA Distribution government-operated distribution centers in an unprecedented six months.  This included his team conducting more than 350 classroom hours of training to newly-hired general supply specialists in the conducting, documenting and monitoring of corrective action plans.

Barner manages the oversight program for the entire DLA Distribution enterprise, which resulted in the completion of more than 8,500 surveillance oversight reviews.

Barner was instrumental in the revision of the contract quality assurance program to incorporate distribution-related requirements to satisfy contract oversight, DLA Distribution compliance requirements, and controls (key and non-key) for Audit Readiness.  The implementation of the Quality Assurance program augments the Audit Readiness and Compliance Quality Control Program by providing an independent level of checks and balances to ensure internal and operational controls are monitored and documented to facilitate identification of any non-conforming performance areas.  The documentation is used by individual distribution centers and the Audit Readiness and Compliance team to ensure corrective action is implemented to mitigate future occurrences of non-compliance with identified internal controls.
