National Preparedness Month: Soft Target Awareness
An extremist used a rental truck to conduct a vehicle ramming attack in New York City along the Hudson River Bike Path, Oct. 31, 2017. The incident left 20 victims seriously injured or dead, exemplifying the current threat environment wherein a lone threat actor can use an easily attainable implement to conduct a spontaneous mass casualty attack on unsuspecting targets of opportunity. In observance of National Preparedness Month, Defense Logistics Agency Installation Management Richmond’s Security and Emergency Services is aiming to keep the DLA community safe by raising awareness of the potential for mass casualty attacks committed in public spaces and against “soft targets.”
