HMMS-POP Information
System Summary
Performance Oriented Packaging (POP) is an international system of packaging requirements, which are based upon the ability of packaging to pass performance tests that mimic the types of conditions a package may encounter during normal transportation. The POP application is a web-based application that stores packaging test records and supporting documentation. It allows for any CAC enabled user on the DoD network to query existing test records to identify proper packaging for materials by NSN or generic material questions, as well as the generation of UN specification packaging markings for hazardous material shipping.
Policy
Title 49 CFR, Parts 100-180, Hazardous Material (HAZMAT) packaging, which has been tested and passed the United Nations (UN) Performance-Oriented Packaging standards (Reference (f)), will be applied to HAZMAT for domestic shipments.
Title 49 Code of Federal Register (CFR), Section 173.7, DOD has the authority to certify for transport packagings.
DLAR 4145.1, DOD-managed HAZMAT will be provided packaging protection at the lowest overall cost without compromising established DOD safety standards. Packaging shall provide adequate continuous protection to the packaged HAZMAT and shall prevent any release of the HAZMAT
To ensure packaging and marking of HAZMAT conforms to applicable modal regulations.
