Air Force Lt. Col. Samuel F. Payne Jr. was promoted to colonel Aug. 1 in a small ceremony on the Defense Supply Center Columbus installation. Payne’s grandfather – retired Army Col. James B. L. Payne – pinned the new rank on his grandson’s flight hat prior to the ceremony. The younger Payne serves as Defense Logistics Agency Land and Maritime’s chief of staff.
