Mr. William Rigby became the Defense Logistics Agency (DLA) Inspector General (IG) in April 2016. As such he has direct responsibility for conducting and overseeing investigations, inspections, audits, inquiries, complaints, and issues affecting the agency resources and its workforce. Prior to his assignment as the DLA Inspector General, he served in JIEDDO beginning in April 2009, where he was initially hired to establish the Internal Review Office and capabilities. He served as the Chief, Internal Review, and established a comprehensive IR program with four functions: independent audits, managers’ internal controls program, continuous process improvement, and liaison for external audits. The internal review program was transferred upon standup of the IG office and Mr. Rigby was appointed as their Inspector General in May 2014. As the IG, he led five functions: audits (internal and external liaison), inspections, investigations, assistance, and teaching and training.
Prior to beginning a government service career, Mr. Rigby served with the U.S. Army. His military career spanned over 28 years of service as a Field Artillery Officer. He retired in January 2009.
Mr. Rigby’s military career provided broad based experience in leading people and developing deep understanding of organizational management. He led Soldiers while serving in Field Artillery positions from battery to divisional level in cannon, rocket, and missile units. He served as a fire support coordinator for Infantry units at the Battalion, Brigade, and Division level. Mr. Rigby twice served as an Inspector General, first as the IG for Seventh Infantry Division and Fort Ord, CA and later as the IG, PERSCOM (now HRC). Following the Army War College, he was assigned as the Deputy Chief of Staff for Support in the Army’s Criminal Investigation Command (CID). He followed this with service as the G3 and Chief of Staff for the 19th Sustainment Command (Expeditionary), Daegu, Republic of Korea and completed his last assignment on the Army Staff as the Division Chief, Office of Institutional Army Adaptation, Force Management Directorate, G3,5,7.
Mr. Rigby entered the military after graduation from Socorro High School, Socorro, New Mexico. He completed his undergraduate studies at the United States Military Academy, West Point, New York and was commissioned a Second Lieutenant in the Field Artillery. His military education includes the Command and General Staff College, the Inspector General Course, and the Army War College. He received a Master of Strategic Studies degree from the Army War College
