Melissa Lalonde

Deputy Director, DLA Human Resources Services (DHRS)

Ms. Melissa Lalonde serves as the Deputy Director of DLA Human Resources Services (DHRS), the operational arm of DLA’s J1, which provides direct HR support to more than 25,000 civilian and military employees of DLA and nearly 27,000 employees in other defense organizations that contract with DHRS for HR support.

As DHRS Deputy Director, Ms. Lalonde supports the programs, operations, functions, and administrative activities of the DLA Human Resources servicing regional offices, HR Systems office, Military Personnel office, Enterprise Operations office, and DLA Training office, providing complete, centralized, highly technical and complex administrative human resource program services. She assists with planning, managing and providing full HR services to the Agency and other DoD serviced agencies in the United States and overseas.

Ms. Lalonde most recently served as Associate Director, Employment and Compensation Policy, Employment and Compensation Line of Business, Defense Civilian Personnel Advisory Service (DCPAS).  In this capacity, she had oversight for Compensation, Recruiting, and Staffing policies for the Department of Defense (DoD).  As Associate Director, she was responsible for the development, implementation, and monitoring of a wide range of civilian staffing and compensation policies, instructions, memorandums, and reference guides to include those relative to pay-setting, leave, hours of duty, direct hire authorities, employment of veterans, military spouses, as well as overseas employment and allowances.  She oversaw the drafting and implementation of authorities obtained through various laws and statutes, to include Disabled Veterans Leave, Weather and Safety Leave, and Paid Parental Leave, as well as policies on civilian pay and leave in response to the Coronavirus Disease 2019, such as Emergency Paid Leave.  Ms. Lalonde received the Secretary of Defense Medal for Expectational Civilian Service in June 2021 for the successful efforts to manage, plan, and execute all programs within the Employment Policy and Compensation Line of Effort.

Ms. Lalonde began her federal civilian career with the Department of Navy, Office of Civilian Human Resources, as a Navy Human Resources Intern under the Federal Career Intern Program. During her time with Navy, Ms. Lalonde provided support to the Compensation Program Manager, before becoming the Travel Program Manager for the Department.

Ms. Lalonde earned her Bachelor of Arts in Psychology from the University of Virginia, Charlottesville, Virginia.
