Mrs. Liviya Piccione-Sand

Acting Deputy General Counsel, Defense Logistics Agency

     Liviya Piccione-Sand is currently the Defense Logistics Agency’s (DLA’s) Acting Deputy General Counsel. Prior to assuming this position, she served as the Division Chief for the Administrative & Civil Law Division, DLA Legal Enterprise, HQ.  The Ad & Civil Law Division covers the broadest range of practice areas at HQ, to include Fiscal Law, Ethics and Standards of Conduct, Installations Law (including real property and construction matters), Environmental Law, Legislative Affairs, Information Law (including FOIA, FOIA Appeals, and Privacy Act matters), non-litigation Labor & Employment Law (to include Management Inquiries and review of EEO Final Agency Decisions and Reports of Investigation), and advice to the Office of Inspector General, DLA Intelligence & Security, and multiple offices within the Chief of Staff portfolio.  She has been the Division Chief since July 2023.  From January 2021 to July 2023, she served as the Deputy Chief of the Ad & Civil Law Division.   

     Liviya first joined DLA in October 2017 as the fiscal law subject matter expert at HQ, advising the Agency on all matters related to fiscal and appropriations law and serving as the primary legal advisor to DLA J8, the primary legal advisor for Agency Agreements (including G-Invoicing implementation) and Audit issues, and the HQ chair of the award-winning DLA OGC Fiscal Law Practice Group (Practice Group of the year for 2020).  Liviya received the DLA OGC Attorney of the Year award for 2021.

     Prior to joining DLA, Liviya worked as a Senior Attorney in appropriations law at the Department of Labor, which included a rotation as the Acting Counsel, Appropriations Law Counsel Area, from November 2016-April 2017.  Prior to her 5 years at DOL, she spent a year working as a general attorney, with a focus on procurement and appropriations law, at the Department of Education.  She began her federal government career in 2009 working in the Office of General Counsel, Procurement Law Division, at the Department of Housing and Urban Development while completing evening law school. 

     Before federal service, Liviya held several different positions that included working as a paralegal/law clerk, a legal secretary, writing acquisition plans for a government contractor, and working in communications both on Capitol Hill and for a presidential campaign.  She has lived in the Washington, DC area since ‘studying abroad’ here in 2003.  Liviya is originally from Canterbury, CT.

Liviya’s education includes: Bachelor of Arts, Political Science and Philosophy, Boston University; Juris Doctor, George Washington University.  She is a member of the Virginia bar.
