COLUMBUS, Ohio –
Defense Logistics Agency Land and Maritime has expanded its leadership team with the temporary addition of Roxanne Banks, deputy director of Acquisition (J7) for DLA at Ft. Belvoir, VA.
Banks will work with Land and Maritime acquisition leaders for the next several months to gain a deeper understanding of combat logistics support at a Primary Level Field Activity location.
She understands the importance of warfighter support – and she knows the acquisition field.
As the deputy director of Acquisitions, Banks assists with all aspects of development, application and oversight of DLA acquisition policy, plans, programs, functional systems and operations for the annual Agency acquisition program that exceeds $38 billion.
The Senior Executive Officer has been around the military her entire life. Her father and husband both served in the armed forces and Banks worked as a contracting intern for the Air Force while still in high school.
She brings a diverse background of acquisition experience to DLA, including prior service as senior procurement executive and primary adviser to the chief acquisition officer for the Small Business Administration; as well as director of contracting for the Missile Defense Agency. Combined, Banks has more than 28 years experience in the acquisition and contract management fields.
Banks said her professional background reflects a lifelong passion for learning and personal growth. “I’ve always had a curious mind, and I like to experience and try new and different things,” she said.
Banks arrival comes less than a month after the departure of longtime Land and Maritime acquisition executive Milton Lewis, who retired Mar. 31.
DLA Land and Maritime Commander Navy Rear Adm. Michelle Skubic said having Banks on the team will bring in new ideas and knowledge and allow Land and Maritime to maintain continuity in its senior leadership.
"We’re really fortunate to have Ms. Banks join us right now," Skubic said. "We’re transitioning after Milt Lewis’ retirement and we can certainly use her managerial expertise and acquisition insight."
Banks is a graduate of the Defense Systems Management College’s Advanced Program Management Course, the Defense Acquisition University’s Senior Acquisition Course and she has advanced degrees in Business Administration and National Resource Strategy.
Despite a career path that took her from coast to coast and into the nation’s capital, Banks’ current rotational assignment brings her close to her professional roots. Her first job was at Wright-Patterson Air Force Base in Dayton, OH – Just a short drive from Land and Maritime’s operations center in Columbus.
