NEW CUMBERLAND, Pa. –
Army Lt. Col. Jay Barnard, Commander of Defense Logistics Agency Distribution Tobyhanna, Pennsylvania, was awarded the Defense Meritorious Service Medal during a ceremony May 30.
Barnard is a 1998 graduate of Longwood University, Farmville, Virginia, where he was commissioned as an ordnance officer.
Over his more than 20 years of service he held several assignments including brigade maintenance manager 3rd Brigade, 101st Airborne; commander of the 23rd Ordnance Company; brigade logistics officer 4th Combat Aviation Brigade; and the brigade executive officer for the 43rd Sustainment Brigade.
Before Barnard took command of Defense Logistics Agency Distribution Center Tobyhanna, Pennsylvania he was also an observer, controller and trainer at the National Training Center Fort Irwin, California.
Barnard commanded the Defense Logistics Agency Distribution Center Tobyhanna, Pennsylvania since October 2016. He was responsible for the receipt, storage, issue, transportation, inventory, care and preservation of over 20,000 line items of material worth over $10.4 billion across an industrial complex with 2.3 million square feet of storage facilities.
He led 179 DLA civilians across three divisions and managed an annual operating budget of over $15 million. Under his leadership DDTP was awarded the Michael E. Yost DLA Distribution Center of the Year - Medium for 2017.
Barnard will have his next duty assignment at Fort Knox, Kentucky.
