Welch assumes command for DLA Energy Europe and Africa

In a time-honored tradition, Defense Logistics Agency Energy Europe and Africa Commander Army Lt. Col. Dennis Williams transferred his authority and responsibility to Army Lt. Col. Donna Welch during a change of command ceremony at Vogelweh’ s Community Armstrong’s Club, in Kaiserslautern, Germany, June 24. 

DLA Europe and Africa Commander Army Col. Theodore Shinkle presided over the ceremony and presented Williams with the Defense Meritorious Service Medal. For the past two years, Williams was responsible for the management of 64 million barrels of fuel at a value of $1.3 billion spanning two continents. He ensured the Warfighters had the fuel needed for over 60 exercises in United States European and African Commands. 

“Thank you team!” Williams said. “This organization has supported every service component at every echelon and every tenant unit and organization here in the EUCOM and AFRICOM area of responsibility. I am thankful to have served with them.”

Welch joins DLA Energy from the Office of the National Geospatial-Intelligence Agency-Defense where she served as the Army Readiness branch chief since August 2017. She assisted in leading a team of professionals providing crisis and contingency geospatial intelligence in support of the Joint Chiefs, Combatant Commands, and the Office of the Secretary of Defense. 

“I’m truly honored and humbled to lead such a great organization, alongside consummate professional who take their mission and support to the Warfighter seriously,” Welch said.
