Land and Maritime Chief of Staff departs to support DLA Director as executive officer

After serving an accelerated assignment U.S. Air Force Col. Samuel Payne left Land and Maritime Feb. 26 to assume new responsibilities as the executive officer for Defense Logistics Agency Director Navy Vice. Adm. Michelle Skubic.

Payne arrived at Land and Maritime in June, immediately immersing himself to assimilate the complexities involved in Land and Maritime daily operations.

“Sam has done a tremendous job channeling our mission focus and keeping our leadership initiatives progressing during these challenging times as we’ve balanced daily operations with COVID-19 response,” said DLA Land and Maritime Commander Navy Rear Adm. Kristen Fabry.

Payne’s contributions were numerous and his focus on improved communications throughout Land and Maritime increased operational efficiencies. His most recent contribution was to reach out to associates as the guest speaker for the Land and Maritime 2021 Martin Luther King Jr. program birthday celebration.  

“Sam will certainly be missed at Land and Maritime, but we’re encouraged that he’ll remain part of the DLA family, so he won’t really be leaving us,” Fabry said.

U.S. Navy Capt. Dinis Pimentel is serving as the new Land and Maritime chief of staff until the Air Force staffs the position.
