DLA Installation Management San Joaquin’s Rosengarten Receives the Superior Civilian Service Award

Marcelo Rosengarten, security assistant, of the Pass and Identification office at Defense Logistics Agency Installation Management San Joaquin was awarded the Superior Civilian Service Award at a morning ceremony at the Public Safety Center Jan. 26.

During the ceremony, Jonathan Mathews, DLA Installation Management site director shared with the crowd that Rosengarten was extremely deserving of the award.

“Nowhere has anyone questioned the fact that you earned this prestigious award.- I want to personally thank you for continuing to strive for the best customer service experience here at the Pass and Identification office and that we honor you with this recognition and we truly appreciate you,” said Mathews.

Rosengarten expertly executed his duties as the installation’s security manager for the Defense Enrollment Eligibility System and Real Time Automated Personnel Identification System. His area of responsibility includes the entire San Joaquin Valley, a geographical area covering thousands of square miles over six counties.

“Marcelo excels at creating effective business partnerships and close working relationships with other agencies ensuring enterprise goals are achieved,” said his supervisor Thomas Johnson, DLA Installation Management San Joaquin security management branch chief.

In 2021 during the height of the Coronavirus pandemic and understaffed by 33%, the office completed 3,019 common access cards for Defense Department civilians, contractors and military dependents. He was also instrumental in Pass & ID completing 2,792 DBIDS cards and 525 unplanned walk -in appointments. His attention to detail resulted in a high accuracy rate in producing these documents of 98%, 8% above the Defense Manpower Data Center standard.

Rosengarten’s focus on customer service and support is outstanding. He was directly responsible for numerous improvements to internal processes of the Visitor Center and enhanced the readiness and success of DLA Security and Emergency Services in carrying out their responsibilities as the agency’s first line of defense against acts of terrorism and crime.

Under his purview, the installation was selected to be the first host installation to utilize DBIDS designed to validate all personnel credentials requesting access to the Installation.

He was the subject matter expert in transitioning the Visitor Center in 2015 from an original WWII warehouse to an updated location and again in 2022 when a dedicated Visitor Control Center was built as part of a new gate main access control point.

Community service is in the forefront. Rosengarten played an incredible behind the scenes roll in community service events promoting morale and esprit de corp. He has taken the lead organizing significant community related events such as National Police Week, Dispatcher Appreciation Week, and First Responders Day. His efforts directly led to the installation’s first responders being recognized from regional congressional representatives, mayors, council members, and police/sheriff’s departments.

“Mr. Marcelo Rosengarten distinguished himself through outstanding dedication and meritorious service,” said Mathews. “He carried out his responsibilities superbly by developing, managing, administering, and implementing policies and programs to support DLA’s effort to support the mission of Warfighter First,” he concluded.
