TRACY, Calif. –
Mark Haynes, firefighter, Defense Logistics Agency Installation Management, San Joaquin, Security and Emergency Services Fire Department, was selected as the 2023 DLA Firefighter of the Year.
Haynes is a seasoned firefighter and is responsible for completing yearly inspections and flow tests on 19 MSA G1 Self Contained Breathing Apparatuses in compliance with National Fire Protection Association 1852 standards, resulting in firefighter safety in immediately dangerous to life or health (IDLH) environments. Additionally, he stepped up to manage the power tools program and was able to secure funding of more than $82,000 of required power tools that are required or needed replacement.
Haynes also secured funding for 12 cardiopulmonary resuscitation classes that he instructed for installation personnel representing a 10 percent increase in trained personnel supporting installation emergency responses.
He has been in the forefront in mutual aid to the surrounding community. He was an intricate member of a flood response team for multiple days, aiding in evacuating residents from their homes and stranded drivers stuck in flood waters.
Haynes responded to a structure fire in a Tracy residential neighborhood surrounded by dry vegetation. Once the structure was contained, he combatted a five-acre vegetation fire, saving multiple homes.
A true leader, his leadership skills, knowledge and crew management led to his selection as acting captain over 14 shifts as needed for staff shortages to maintain continuity in the department. As acting captain, Haynes provided more than 80 hours of crew proficiency training. Further, he was tasked by fire department management to provide training to new department employees on vehicle operations and equipment.
Haynes takes initiative to enhance fire department operations. He conducted live fire exercises with the department and mutual aid partners resulting in enhanced training for all agencies. During his off time, he volunteered to take the unified command portion of Active Shooter training to keep on top of his duties.
He performs his firefighting skills off duty. Haynes witnessed a patron at an eating establishment in Elk Grove pass out and quickly assessed the situation, opened her airway, called 911 and passed patient care to the responding emergency medical services team on scene.
Haynes excels in his community. He volunteered countless hours in support of his local Future Farmers of America organization. Aiming for personal growth, he is currently enrolled at Golden Gate University, San Francisco, completing a bachelor’s degree. He previously obtained his associate degree in Fire Science from Las Positas College in Livermore.
