PaCER Spotlight: David Jacques

David Jacques is in his second year of the Defense Logistics Agency Land and Maritime Pathways to Career Excellence program. He started in the fall of 2023 and is a pre-award contract specialist.

Why did you first apply to the PaCE program? I wanted to pursue a meaningful civil service career supporting the warfighter and serving our nation. PaCE offered a clear path to grow professionally while helping ensure the military has the resources needed to succeed.

What was your favorite part(s) of the PaCE program? Gaining hands-on experience through real-world contracting scenarios. The mix of classroom learning and practical application helped me better understand the acquisition process, while working with experienced mentors and peers broadened my perspective and supported my growth.

Can you share an example of how you’re helping the warfighter? As part of the Maritime Supplier Operations Directorate in pre-award contracting, I support the warfighter by expediting critical procurements, including emergency buys. Recently, I helped rapidly acquire mission-essential components to maintain fleet readiness by streamlining the process and coordinating with stakeholders—directly contributing to Naval operational effectiveness.

What would you say is the most important quality to succeed in the PaCE program? Adaptability is the most important quality for success in the PaCE program. The contracting environment is fast-paced and constantly evolving, so being open to learning, adjusting to new challenges, and staying flexible helps you grow and succeed. Being able to adapt also shows you're ready to take the initiative and contribute effectively in a variety of situations.

In your own words, how would you describe the PaCE program, and what can you gain from it to someone interested in applying?  The PaCE program is a structured path into federal contracting, offering both training and hands-on experience. It helps you build core acquisition skills and contribute to work that supports the mission and the warfighter.

What advice do you have for current PaCERs?  To ask questions often. Contracting is complex and thoughtful questions help deepen your understanding, show initiative and support professional growth. Whether clarifying a process or understanding a decision, engaging with mentors and peers is key to learning and building confidence.
