Lula A. Lacy, a management support assistant for DLA Distribution; Ian G. Ladner, an energy management specialist for DLA Energy; and Edward G. Guthrie, deputy director of DLA Energy’s Defense Fuel Support Point Okinawa, are the DLA Employees of the Quarter winners for the 1st Quarter of fiscal 2016.
Through her meticulous attention to detail, Lacy, who works at DLA Distribution Puget Sound, validated and reviewed more than 18,000 receipt documents against the Materiel Movement Document for accuracy and submitted documents for the file process with no discrepancies. She processed more than 6,000 trigger requisitions and 1,000 DLA Disposition Services documents¬, eliminating the administrative burden on warehouse personnel and streamlining the process.
Lacy's exceptional contributions to materiel management integrity and materiel receiving processes contributed to warfighter support and mission readiness.
Ladner superbly managed a nine-state, $35 million natural gas portfolio consisting of customer accounts with 23 different installations across 10 different federal agencies. He was instrumental in the FY16 addition of Altus Air Force Base into DLA's natural gas program — an effort projected to save more than $160,000 annually.
Ladner secured Department of Transportation approval for free access to the Pipeline and Hazardous Materials Safety Administration online database, saving DLA nearly $10,000 for a comparable commercial capability.
Guthrie was instrumental in the successful rollout and implementation of the Enterprise Business System Plant Maintenance for DLA Energy Okinawa — the first of its kind. He played a key role in the expeditious awarding of an "inspection and repair contract" worth $1.7 million to get the Single Point Mooring safely back into commission. Guthrie's keen judgment and quick actions ensured that warfighters on the island had an uninterrupted supply of JP-8 fuel to perform the strategic Pacific Command mission.
