Ceremony Host: Brig. Gen. Kevin L. Cotman
Brigadier General Kevin L. Cotman was born and raised in Hampton, Va. He was commissioned in the Quartermaster Corps through the United States
Military Academy in 1994. He assumed command of Defense Logistics Agency Distribution on July 22, 2025.
His first duty assignment was to the 24th Corps Support Group, Fort Stewart/ Hunter Army Airfield, Georgia, where he served as Executive Officer,
Headquarters and Headquarters Company, 260th Quartermaster Battalion, Platoon Leader and then Executive Officer, 110th Quartermaster Company
and Battalion S-1, 260th Quartermaster Battalion.
Cotman later served as the Petroleum Officer for 8th United States Army, Yongsan Garrison, Republic of Korea. Next, he was assigned to Fort Lee, Virginia, where he served as a Petroleum and Water Instructor and later commanded the 16th Quartermaster Company, 49th Quartermaster Group. After command, he completed Training with Industry with the ExxonMobil Corporation. He then served in the 2d Infantry Division, Camp Casey, Republic of Korea, as the Division Support Command Materiel Management Officer.
Following reassignment to Fort Bragg, North Carolina, Cotman was assigned to the 82nd Airborne Division. He initially served as the Battalion Operations Officer, 307th Forward Support Battalion. He was then assigned to the 782nd Main Support Battalion, 82nd Airborne Division as the Support Operations Officer. He later returned to the 307th Forward Support Battalion and deployed to Operation Enduring Freedom as the Materiel Management Officer. In the newly transformed, 307th Brigade Support Battalion, he served as Battalion Operations Officer, concluding his duty as the Battalion Executive Officer during Operation Iraqi Freedom.
He was then assigned as the Executive Officer to the Vice Director of the Army Staff and later served in the Joint Staff J-4 Logistics Directorate. Next, he commanded the 82nd Brigade Support Battalion, 3rd Brigade Combat Team, 82nd Airborne Division. After completing battalion command, he served as the Senior Sustainment Observer, Coach, Trainer at the Joint Readiness Training Center, Fort Polk, Louisiana. He then returned to the Republic of Korea where he served as the Chief, Plans and Exercise Division, United States Forces Korea J4. He then assumed command of Defense Logistics Agency Energy Americas, Houston, Texas. After command, he served as the Force Development-Logistics Division Chief, HQDA G-8. His next assignment was as the Executive Officer to the Deputy Chief of Staff, G-4. Prior to his arrival at DLA Distribution, he served as the Commanding General, 593rd Expeditionary Sustainment Command, Joint Base Lewis-McChord, Washington.
Cotman holds a Master’s Degrees in Business Administration from Webster University and National Resource Strategy from the Dwight D. Eisenhower School, National Defense University.
His awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Senior Parachutist Badge, Combat Action Badge, Joint Chiefs of Staff Identification Badge and Army Staff Identification Badge.
Outgoing Commander: U.S. Navy Capt. Andy Henwood, Supply Corps
Navy Capt. Andy Henwood is a native of Media, Pennsylvania, and graduated from the U.S. Naval Academy in 2001 with a bachelor’s degree in History. He has completed the Executive Development Program at the University of Pennsylvania’s Wharton School of Business and holds a master’s degree in Business Administration with a concentration in finance from Temple University in Philadelphia, Pennsylvania.
After successful completion of course work at the Navy Supply Corps School in Athens, Georgia, Henwood was assigned to USS SAN JACINTO (CG-56) as Assistant Supply Officer from 2002 through 2004. Collateral duties included Officer-In-Charge of the ship’s Visit, Board, Search and Seizure team, which conducted boardings of terrorist-suspected ships in the Eastern Mediterranean. During deployment, USS SAN JACINTO participated in Tomahawk strike missions in the opening hours of Operation Iraqi Freedom.
From 2004 to 2005, he served as Fuels Officer, Naval Support Facility, Diego Garcia, British Indian Ocean Territory. Duties included fuel support for U.S. Air Force bombing missions in Afghanistan as well as support of tsunami relief operations in Indonesia. Henwood served as Branch Head for Common Avionics and Flag Aide to the Commander, Naval Inventory Control Point, Philadelphia, Pennsylvania, from 2005 to 2007. From 2007 to 2009, he served as Supply Officer aboard USS COLE (DDG-67). During his tenure, USS COLE earned three consecutive awards of the Blue “E” for Logistics Excellence, the Battle “E”, and was selected as winner of the Captain Edward F. Ney Memorial Award for excellence in Food Service.
From 2009 to 2012, Henwood was assigned as Executive Officer of Defense Logistics Agency Distribution Susquehanna, Pennsylvania, the largest warehousing and distribution center in Defense Department. He served as Director of the P-8/P-3 Integrated Weapons System Team at Naval Supply Systems Command, Weapon Systems
Support, Philadelphia, Pennsylvania, from 2014-2017, and was then assigned as Chief, Readiness Division in the Subsistence Supply Chain at DLA Troop Support from 2017-2019. From 2019-2021 he served as Supply Officer aboard USS DWIGHT D. EISENHOWER (CVN-69), completing back-to-back deployments to 6th/5th Fleets including a record-setting 206 consecutive days at sea in support of Operations Inherent Resolve, Freedom Sentinel and Final Countdown. His team was twice awarded the Blue “E” for Logistics Excellence, the Battle “E”, and garnered the Ney Award. He most recently served as Director of Aviation Operations at NAVSUP Weapon Systems Support, Philadelphia, Pennsylvania.
Henwood is a member of the Defense Acquisition Corps and is a Joint Qualified Officer. His team earned the prestigious Admiral Stan Arthur Logistics Team of the Year award for innovation and excellence for 2016 (NAVSUP Logistics Cell Team) and was also selected as NAVSUP’s Logistics Team of the Year. A qualified Navy Parachutist, he has completed Army Airborne/Jump training and is a qualified Naval Aviation and Surface Warfare Supply Officer. His decorations include the Legion of Merit, Defense Meritorious Service Medal (2 awards), Meritorious Service Medal (2 awards), Navy Commendation Medal (3 awards), Joint Service Achievement Medal (2 awards), Navy Achievement Medal and various unit and service awards.
Incoming Commander: U.S. Army Col. Christopher Urynowicz
Army Col. Christopher John Urynowicz, a native of Boonville, New York, was commissioned a United States Marine Corps second lieutenant on Aug. 10, 2001, upon graduation from the Marine Corps Officer Candidate School in Quantico, Virginia.
Urynowicz first reported to Marine Corps Air Station Beaufort, South Carolina, where he served as the Marine Air Control Squadron 2 Detachment Alpha operations and logistics officer and as a senior traffic director, deploying to Ahmed Al Jaber Air Base, Kuwait, in 2003 and Kandahar, Afghanistan, in 2005. He then served at Joint Interagency Task Force South in Key West, Florida, as a tactical action officer, air bridge denial officer and aide to the director from 2006 to 2009.
After transitioning to the United States Army, Urynowicz returned home to Fort Drum, New York, and the 710th Brigade Support Battalion, 3rd Brigade Combat Team, 10th Mountain Division. He assumed command of the Delta “Diablo” Forward Support Company supporting the 3rd Squadron, 71st Cavalry Regiment, 3rd Infantry Brigade
Combat Team, 10th Mountain Division, in 2010 and deployed to the Arghandab River Valley, Afghanistan, in 2011 and 2012. Upon returning from deployment, Urynowicz served as the operations officer for the 710th Brigade Support Battalion, 3rd Infantry Brigade Combat Team, 10th Mountain Division.
Urynowicz then served as the executive officer for the 64th Brigade Support Battalion, 3rd Armored Brigade Combat Team, 4th Infantry Division, in 2013 and the brigade logistics officer for the 3rd Armored Brigade Combat Team, 4th Infantry Division, deploying to Camp Buehring, Kuwait, in 2015. Following deployment, Urynowicz reported to the
Pentagon for Army staff duty with the Department of the Army Inspector General’s Assistance Division from 2015 to 2018. He then became the operations officer and military deputy for the Army Customer Operations Division at Defense Logistics Agency Aviation in Richmond, Virginia, from 2018 to 2021.
Urynowicz then took command of the 10th Brigade Support Battalion, 1st Brigade Combat Team, 10th Mountain Division, serving at Fort Drum, New York, and forward for Operation Inherent Resolve from 2021 to 2023. He served as the 10th Mountain Division assistant chief of staff for logistics from 2023 to 2024 and as the assistant chief of staff
for plans from 2024 to 2025, with additional duty as the 10th Mountain Division and Joint Task Force Southern Border liaison officer to United States Northern Command in 2025. Before his current assignment he was a student at the United States Army War College in Carlisle, Pennsylvania.
Urynowicz’s military and civilian education includes the Marine Corps Basic School, Marine Corps Communications and Electronics School, Army Combined Logistics Captains Career Course, Command and General Staff College and the Inspector General School. He received a Bachelor of Arts in political science from Marist College and a Master of
Arts in transportation policy, operations and logistics from George Mason University, where he received the Malcolm P. McLean Transportation Award.
Urynowicz’s awards and decorations include the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with a silver oak leaf cluster, the Joint Service Commendation Medal, the Army Commendation Medal, the Navy Achievement Medal and the Army Staff Identification Badge. He is a recipient of the Armor Order of Saint George Bronze Medal and the Transportation Order of Saint Christopher.
DLA Distribution Susquehanna, Pennsylvania
The mission of DLA Distribution Susquehanna, Pennsylvania, is to provide world-class distribution services to enhance the readiness of the Department of Defense and other customers, through effective and efficient receipt, storage, control, packaging, and shipment of material. We strive to be a values-based team known for workforce excellence and providing superior distribution services on time, every time.
Susquehanna operates from two sites including primary operations in New Cumberland, PA and supplementary facilities at Mechanicsburg, PA, providing over nine million square feet of covered storage space to house over 770,000 different National Stock Numbers worth $16 billion. It provides materiel management and distribution services for mission critical items including military and commercial repair parts, industrial hardware, medical supplies, tires, aerial delivery equipment, and multiple other commodities optimizing all resources with a focus on safety, quality, and continuous process improvement.
Home to the largest distribution processing facility in DoD – the 1.7 million square foot Eastern Distribution Center handles 25 percent of DLA Distribution’s worldwide receipt, storage, and issue mission. It serves as the eastern strategic distribution platform for the Department of Defense and primary distribution point for all branches of the U.S. Armed Services, Foreign Military Services, and other Federal agencies in the eastern U.S., and serves as their Consolidation & Containerization Point for transiting supplies to Central & South America, Europe, North Africa, and Southwest Asia. In addition, Susquehanna is the only center that receives, inspects, stages, and consolidates materiel for U.S. Army Security Assistance Command projects and acts as freight forwarder for Greece, Iraq, and Romania.
Susquehanna is also the host for the New Cumberland installation and, in partnership with DLA Installation Management at Susquehanna, is responsible for the day-to-day operations and maintenance of the small city within its gates. Included in those responsibilities are providing a full range of quality-of-life services to military members, their families, and civilian employees including a Health Clinic, child care, a fitness center, golf course, and a pool. Installation Management provides services such as environmental, safety, energy management, security and emergency services, and community support to over 25 tenants, as well as maintenance and engineering services for DLA occupied facilities at both sites.
