Common Government Solicitation and Award Documents

Solicitation and award documents/forms are used to communicate needs, express terms and conditions, and contractually obligate one or both parties (i.e., Vendor and/or the Government).

Documents highlighted in this article represent the common solicitation/award documents DLA may use; for a detailed list of forms, see DLA Official Forms.

Award Documents

Award documents are contractual instruments issued by the Buyer (one who solicited) after they have approved the Vendor to do the solicited work.


DD1155 - Order for Supplies or Services

The Order for Supplies or Services (DoD Form 1155) is an award form used by the Federal Government for Contracts (including Delivery Orders), Purchase Orders, and Basic Ordering Agreements made using simplified acquisition procedures (FAR Part 13.1 Procedures ).


SF26 - Award/Contract

The Standard Form 26 (Award/Contract) is an award form used by the Federal Government for awarding sealed bids or negotiated contracts in which offers were obtained on SF33 (i.e., Solicitation, Offer, and Award).

The SF26 is also used for an award of an acquisition greater than the simplified acquisition threshold (SAT) .

Solicitation Documents

Solicitation documents are used to communicate the needs of DLA which express terms and conditions, requirements of work, and opportunities for Vendors to respond to those solicitations.


SF33 - Solicitation, Offer, and Award

The Solicitation, Offer, and Award (Standard Form 33) is the solicitation/contract form used by the federal Government for over simplified acquisition threshold (SAT) acquisitions.

The SF33 is not only to solicit orders, but it may also be used to award a contract since it is a bilateral (two-signature) document.


SF1449 - Solicitation/Contract/Order for Commercial Items

The Solicitation/Contract/Order for Commercial Items (SF 1449) is used for solicitations, awarding contracts, and orders for commercial items.

SF 1449, as prescribed in 53.212, or other agency forms/automated formats, may also be used to obtain price, cost, delivery, and related information from suppliers as specified in 13.307(b).

SF18 - Request for Quotations (RFQ)

The Request for Quotations or RFQ (SF18) is used to solicit quotations from Vendors under simplified acquisition threshold (SAT).

SF 18 is prescribed for use in obtaining price, cost, delivery, and related information from suppliers as specified in 13.307(b).
