Procurement Technical Assistance Program

The Procurement Technical Assistance Program: Connecting Business to Government

The PTAP was established to expand the number of businesses capable of participating in government contracts. The program is administered by DLA's Small Business Programs in cooperation with states, local governments and nonprofit organizations. Under the program, Procurement Technical Assistance Centers (PTACs) help businesses pursue and perform under contracts with the Department of Defense, other federal agencies, state and local governments and with government prime contractors. Most of the assistance the PTACs provide is free. PTAC support to businesses includes registration in systems such as the System for Award Management (SAM), identification of contract opportunities, help in understanding requirements and in preparing and submitting bids.

DLA Aviation Vendor Opportunities

  • Backorder Listing - The Backorder Listing is a spreadsheet which contains parts listed by National Item Identification Number (NIIN) where DLA Aviation has an immediate need.  If you have ANY quantity readily available for this material please email the NIIN, quantity available, and days to ship to the DLA Aviation Small Business Office.  Please do not list surplus material unless it is new and you can provide certification upon request.
  • Unawarded Solicitation Opportunities - This list includes open unawarded solicitations that do not have a qualified quote. You can browse the spreadsheet for solicitations by NSN or nomenclature. If interested in a particular solicitation, the DIBBS link can be opened to view the solicitation.
  • Prime Strategic Contracting Opportunities - This spreadsheet details small business strategic solicitations. You can filter by type of set-aside, NSN and nomenclature. If interested in a particular solicitation, copy and past the DIBBS link provided into your web browser to see the solicitation. It is suggested that if you are interested in the solicitation on DIBBS that you also sign up in DIBBS to receive an email alert to for amendments to the solicitation.
  • Strategic Subcontracting Opportunities Points-of-Contact - This spreadsheet provides points of contact for the major Original Equipment Manufacturers (OEM) that support DLA Aviation’s strategic contracts. You can use the information in the sheet if you are interested in exploring subcontracting opportunities with the OEMs.
