DLA Installation Management Provides security and emergency services, environmental, facilities and equipment management, and Family, Morale, Welfare and Recreation (FMWR) support to DLA and tenant activities.
Mr. Kelly is a native of Queens, New York. He earned a Bachelor of Science Degree in Chemical Engineering from Rensselaer Polytechnic Institute, a Master of Business Administration from Webster University and a Master of Science Degree in Mechanical Engineering from the University of Florida. He also attended various military schools such as the Naval War College and Naval Nuclear Power School.
Mr. Kelly retired from active duty in 2018 with over 20 years of service as a Navy Commander with the Civil Engineer Corps, serving in numerous positions stateside and overseas such as Japan, Italy, Bahrain, Kuwait, and Iraq. Recent tour highlights include:
- Congressional Liaison for ASN (EI&E) & ASN (FMB); Budget Analyst for MILCON and FH,N appropriations
- Director, Facilities Engineering & Acquisition, NAVFAC Washington and NAVFAC EURAFSWA
- Deputy Director, Joint Staff Support Services Office, TJS
- Facilities Services Program Manager, Navy Region EURAFSWA
While on active duty, he served in major military operations such as Operation Iraqi Freedom, Operation Enduring Freedom, and Gulf Coast recovery operations under JTF Katrina. He is a registered Professional Engineer in the State of Oregon and a Certified Energy Manager. In addition, he was a member of the Acquisition Professional Community, certified in Contracting and Financial Management.
Mr. Kelly joined DLA in August 2022 as the Staff Director, Facilities & Equipment. Prior to joining DLA, he was the Director of Project Management with the State University Construction Fund in Albany, NY, responsible for Design and Construction operations for a $500M/yr capital improvement program at over 30 campuses across New York State. He has been married for over 25 years to his wife Jennifer and they have two adult children, Michael and Madeline.
