She joined the Defense Logistics Agency (DLA) in February 2005, providing direct operational support to the Office of the Secretary of Defense as a senior advisor to the Deputy Assistant Secretary of Defense for Defense Continuity & Mission Assurance on matters related to the Defense Continuity and Crisis Management missions. Ms. Rice chaired the Installation Emergency Response activities of the Fort Hood Follow-on Review Task Force on behalf of the Office of the Under Secretary of Defense Policy.
Most recently, she served as the DLA Program Manager for two congressionally mandated centers of excellence. She was responsible for direct oversight for over $100 million in global Humanitarian Assistance/Disaster Response support and technical services to the DoD Components and Combatant Commands. She previously served as the Deputy Executive Director for the DLA Mission Support Executive Directorate (J32) which included the Joint Contingency Acquisition Support Office (JCASO). Her responsibilities also included oversight for DLA’s support to the Joint Strike Fighter program, and other high-profile missions that leveraged her Whole of Government, resource management, and operational expertise.
Ms. Rice served honorably in the United States Army for over 20 years. She holds a Master of Business Administration (MBA) Degree from Webster University, and a Bachelor of Science Degree in Business Finance from the University of Phoenix. She is an Excellence in Government Senior Fellow with the Partnership for Public Service and a graduate of the Federal Executive Institute, Leadership for a Democratic Society, Charlottesville, VA.
Her awards include: The Meritorious Civilian Service Award; the DLA Supervisory Leader of the Year Award 2022; and numerous other civilian and military awards and decorations.
