Mr. Bruce Blank

Deputy Commander DLA Indo-Pacific Pearl Harbor, Hawaii

Mr. Bruce Blank serves as the DLA INDO-PACIFIC Deputy Commander headquartered on Joint Base Pearl Harbor-Hickam Hawaii. Mr. Blank shares in the overall management and direction of DLA Pacific supply chain programs and acts as the DLA focal point in representing the Agency to the Commander, US Indo Pacific Command (USINDOPACOM), United States Forces Korea (USFK), United States Forces Japan (USFJ), Alaskan Command (ALCOM) and other military service theater commanders and supported activities. As the Deputy Commander, Mr. Blank is focused on managing and synchronizing the day-to-day operations within the Command, with concerted effort toward providing leadership and management to facilitate the strategic direction and operation of the organization.

Prior to this assignment, he held multiple positions within DLA Energy, starting in 1992 as a Contract Specialist. Subsequently, he served as the Director of Bulk Petroleum Business Unit, the Deputy Director of Operations, the Director of Energy’s Procurement Process Support Directorate, the DLA Energy Indo-Pacific Integrator, and the Director of Energy’s Commander’s Action Group. Blank served as Acting Deputy Commander of Defense Logistics Agency Energy from May 2018 to September 2018, January to March of 2019, and May to November of 2019. He previously served on a rotational assignment as a Special Assistant in the Office of the Assistant Secretary of Defense, Logistics and Materiel Readiness. His duties included Materiel Disposition Policy and Category Management where he served as the Acting Category Manager for Transportation and Logistics Services.

Blank also attended the Industrial College of the Armed Forces, now known as the Dwight D. Eisenhower School for National Security and Resource Strategy, graduating in June 2009. Before departing for ICAF in August 2008, Blank was the Deputy Director of the Energy Enterprise business unit responsible for contracting and technical support for the military services in efforts to privatize government-owned utility infrastructure. From 2005 to 2007, Blank managed DLA Energy’s Natural Gas Program.

Blank rejoined DLA Energy in 2003 after serving as a Corporate Energy Manager for Armstrong World Industries where he was responsible for the worldwide management of the company’s energy purchases and risk management, utility contracts and rate intervention, and solid and hazardous waste disposal contracts.

He has a Bachelor of Arts degree in History from Lafayette College where he graduated in 1990. He also holds a master’s degree in European Studies from the Katholieke Universiteit Leuven and a Master’s in Public Administration from Troy State University. Additionally, Blank completed the Senior Acquisition Course while attending ICAF. He is certified in Contracting at Level III under the Defense Acquisition Workforce Improvement Act and is a member of the Defense Acquisition Corps.
