Mr. Jose A. Cora

General Counsel, Defense Logistics Agency

José A. Cora was born and raised in San Juan, Puerto Rico and was appointed as the Defense Logistics Agency’s (DLA’s) General Counsel on July 1, 2024. Prior to joining DLA, he served in the Army for 33 years, primarily as a military attorney specializing in acquisitions and appropriations law, national security law, and administrative law.  As the DLA General Counsel, José leads an enterprise of over 200 professionals worldwide, who legally advise the Nation’s Combat Logistics Support Agency in accomplishing its mission to deliver almost $50 billion annually in logistics to our Nation’s Warfighters and its allies, as well as the Whole-Of-Government.   

In his personal capacity, José is a Co-Chair of the American Bar Association’s (ABA’s) Battle Space and Contingency Procurements Committee.

Prior to his appointment as DLA’s General Counsel, as an Army Military Police officer and Judge Advocate, José held a variety of leadership positions, including: JAG Corps Chief of Contract Litigation and Intellectual Property; JAG Corps Contract and Fiscal Law Talent Manager; Staff Judge Advocate (SJA), Army Futures Command in Austin, TX; SJA, Third Army/Army Central in Shaw AFB, SC; Team Chief of Trial Team III. Contract and Fiscal Law Division; Chief of the Contract and Fiscal Actions Division, Army Office of The Judge Advocate General at the Pentagon; Command Judge Advocate, 411th Contract Support Brigade, Camp Coiner, Korea; Professor, Contract and Fiscal Law Department (ADK), The Judge Advocate General’s Legal Center and School. Prior to joining the JAG Corps, Jose was a Military Police Platoon leader at 2ID, Camp Casey, Korea; and the 504th MP Battalion S-3 and C Company, 704th MP Battalion Executive Officer at Fort Lewis, Washington.    

José holds a B.S. degree with Dean’s List distinction from the U.S. Military Academy at West Point; joint J.D.-M.A. (International Political Economy) degrees from the University of Virginia Schools of Law and Politics; a Master of Laws (LL.M.) degree (Military Law) from The Army Judge Advocate General’s Legal Center and School; a LL.M. degree (Government Procurement Law and Policy) from George Washington University Law School; and a M.S. degree with Distinguished Honor Graduate distinction from The Eisenhower School for National Security and Resource Strategy.
