Brig. Gen. Stephanie Q. Howard

Director, DLA Joint Reserve Force (J9)

Brigadier General Howard is currently serving as the Director of the Defense Logistics Agency (DLA) Joint Reserve Force. She is responsible for providing surge capacity and specialized expertise to DLA with Reserve support.

Brigadier General Howard graduated from the United States Military Academy and commissioned as an Ordnance officer in 1994. Her active-duty assignments include the 20th Ordnance Company (EOD) in Kaiserslautern, Germany, two tours in Bosnia-Herzegovina, and commander of the 720th Ordnance Company (EOD) in Mannheim, Germany.

In 1999, General Howard transitioned to the United States Army Reserve serving in a Corps Support Battalion at Ft Indiantown Gap, PA. Soon after 9/11, she was mobilized and spent the next two and a half years on active duty at Army Materiel Command in Alexandria, VA.

Brigadier General Howard has spent time instructing ROTC at George Mason University and the University of Virginia, working at the Leader Development Research Unit at Fort Leavenworth, teaching Intermediate Level Education (ILE) in Germany and Virginia, and working for the Chief of the Army Reserve. She commanded the 2d Logistics Civil Augmentation Program (LOGCAP) Battalion in Afghanistan and the 2d Brigade, 94th Division in Fort Lee, Virginia. She was the Deputy Commander, 451st Expeditionary Sustainment Command, and Deputy Commanding General, 108th Training Command. As a general officer, she performed as acting Vice Director of the Army Staff and commanded the Army Reserve Sustainment Command. General Howard most recently spent time in the Office of the Secretary of Defense as the Executive Director for Operational Contract Support, the acting Deputy Assistant Secretary of Defense for Materiel Readiness, most recently, the acting Deputy Assistant Secretary of Defense for Logistics.

She is married to Jonathan Howard, General Counsel for the Defense Intelligence Agency. Their son Nathan is a student at University of Virginia. Their daughter Megan and son Evan both graduated from Harvard and currently work in finance at Bridgewater and Jane Street in New York City.
