Mr. Derrin E. Williams Sr.

Acting J31 Executive Director, Operations and Sustainment

Mr. Derrin E. Williams Sr. currently serves as the Acting Executive Director for Operations & Sustainment (J31) for the Defense Logistics Agency (DLA). In this role, he is responsible for coordinating and synchronizing DLA’s global, day-to-day logistics operations, leading six diverse portfolio teams that enable the Agency’s worldwide mission. His portfolio includes the 24/7 Agency Synchronization Operations Center (ASOC); Senior Warfighter Logistics Teams providing direct support to U.S. Transportation Command and the five military services (Army, Marine Corps, Navy, Air Force, and Space Force); a Whole-of-Government Division supporting 40 federal departments and agencies as well as state, local, and territorial customers; a Customer Resource Management (CRM) team operating a 24/7 call center; and a dedicated support team for the Nuclear Enterprise and the U.S. Space Force.

Prior to his current position, Mr. Williams served as the Deputy Executive Director for Operations & Sustainment (J31), where he oversaw the management and control of the Agency’s global combat logistics support to the Combatant Commands and Whole-of-Government partners.

Before joining DLA, Mr. Williams was the Director of Strategy and International Logistics in the Office of the Secretary of Defense. In that capacity, he played a critical role in managing and overseeing the closure of the Department of Defense’s—and the U.S. government’s—largest single U.S.-funded security cooperation program, the Afghanistan Security Forces Fund (ASFF). He was also responsible for integrating department-level logistics policies developed by the Geographic Combatant Commands and Military Departments, and for aligning the Department’s logistics contributions within broader security cooperation initiatives in coordination with U.S. coalition partners worldwide.

Mr. Williams retired from the United States Army in 2019 at the rank of Colonel after 30 years of distinguished active-duty service. During his military career, he held a variety of command, staff, and joint positions, including Commander of DLA CENTCOM & SOCOM and Military Deputy to the J31. He completed multiple deployments in support of major combat operations, including Operation Desert Fox, Operation Enduring Freedom, Operation Iraqi Freedom (three tours), and Operation New Dawn.

Mr. Williams holds a bachelor’s degree from South Carolina State University, a Master of Science in National Resource Strategy from the Dwight D. Eisenhower School for National Security and Resource Strategy, and an MBA in Aviation from Embry-Riddle Aeronautical University. His professional certifications include the Demonstrated Master Logistician designation, Lean Six Sigma Black Belt, DAWIA Level III Life Cycle Logistics Certification, and completion of the LOGTECH Advanced Program in Logistics Technology.
